Approvalof the new Loea1630, White Collaz union contract for ..the period October 1, 2003 through September 30, 2004. SUBMITTED $Y: George :Foster; Human Resource Manager DATE: October 7,2003 BACKGROUND: The City and Loca1630 White Collar union have agreed to the provisions of a new contract. Only salary is retroactive to October 1, 2003 with all other changes effective upon contract approval or at a later date. The key provisions in the contract are: - Provides the same pay increase, effective October i, 2003; for union members as provided to nonunion employees (Art 26). - 'Changes employee's birthday from a holiday (Art 12) to Personal Leave: - Allows an employee to change their leave accrual limit in December of each year - a benefit already provided to non- union employees (Art 13). - Overtime paid on a workweek basis rather than a daily basis (Art 17). - Allows City to hire and/ofpromotebasednpon qualifications rattier than seniority (Art 29). Allows. City to determine how to best advertise and fill vacant - positions (Art 29). - Does not contain a "Union Pool Time" provision. BUDGETr Funds for pay increases aze currently within the budget. Required funding for the change of the employee's birthday holiday to Personal Leave cannot be determined; however, we believe that the current budget. is sufficient for taus action as it may affect leave "cash in".
