STAFF REPORT.
`AGENDA ITEM: Approve changing ofthe employee's birthday from a holiday
to Personal Leave.

BACKGROUND: `Currently the City provides employees with their birthday off
as a _"holiday" provided the birthday off is taken on/after the
..date of the birthday and prior to the date of the next birthday;
however, there is no system to track or monitor this program.
Therefore, there is an administrative workload placed upon
the City to manually try to monitor this system.. Some
employees may also forfeit this time off as they may not
remember that they are entitled to their birthday off...
By converting the employee's birthday to Personal Leave, we
will be reducing the manual administrative monitoring and
allow employees to accrue Personal Leave; therefore, the
employee will be able to take time off without the potential
loss of the time as Personal Leave accrualluse is computer
automated. and maintained. This change will also do away
with the current "use it or lose it"policy.
In order to simplify and standardize City policies and
procedures, this item is also being negotiated with the
- unions. The "White Collar" union has already agreed to this
procedure and it is included within the "White Collar" union
contract on the agenda for City Commission approval.
In order to convert from a birthday holiday to a Personal,
Leave policy without any loss of time to the employee;
employees will be credited with an appropriate amount of
Personal Leave upon implementation of this. policy:
FUNDING: Required funding for this action cannot be determined;
however, as this is "time off', we believe that the current
budget is sufficient for this action:
REQUESTED ACTION: That City Commission approve changing of employee's
birthday from a "floating" holiday to Personal Leave.
