2AAGENDA ITEM #2A OCTOBER 27, 2003 CITY OF ATLANTIC BEACH CITY COMMISSION MEETING STAFF REPORT AGENDA ITEM: Substantial Completion and Incentive Payment on the Core City Improvements Project SUBMITTED BY: Robert S. Kosoy, P.E. ~F~ Director of Public Works , DATE: October 20, 2003 BACKGROUND: During the preparation of the specifications for this Core City Improvements Project, the Commission approved the concept of providing the contractor with a $1,000 per day incentive/penalty, with a $200,000 limit on the incentive. The contractor's start date was July 15, 2002, and their substantial completion date was September 26, 2003. The actual completion date, as adjusted by approved Change Orders, would have been April 13, 2004. Therefore, the contractor is entitled to the full $200,000 incentive payment. The contractor, Petticoat Contracting, Inc. (PCI), performed exceedingly well on a project that had numerous constraints, such as unforeseen utility conflicts despite many preconstruction soft digs, limited number of streets to work on at one time, difficult maintenance of traffic, and demands by residents. The City received numerous letters and calls complimenting PCI on their workmanship and cooperative attitude, and they were very quick to respond and handle any concerns/claims. As an example, we received calls on two occasions thanking the contractor for assisting residents with carrying groceries around the construction areas to their front door when they were unable to get in their driveways. The Construction Engineering & Inspection (CE&I) firm, GAI Consultants-Southeast, Inc. (GAI), had a full time Resident Observer, Mr. Sid Howell, who demonstrated a thorough technical knowledge of the project requirements, held the contractor to these requirements, and worked exceptionally well with residents to maintain a positive working environment. We received many compliments on Sid's work, and the overall CE&I work of GAI. The design engineering, completed by Aikenhead & Odom, Inc., was an innovative concept developed by Neil Aikenhead, P.E. Neil was able to reduce pipe sizes using an inverted crown paving design, never before used in Atlantic Beach. In addition, he was able to meet treatment requirements using innovative baffle boxes and a permanent weir at Fleet Landing. When his design was submitted to the St. Johns River Water Management District, it was approved on the first submittal with no requests for additional information. Neil withstood strong public criticism during the design phase, but convinced the public, City staff and the City Commission that his design would work, and it does. REVIEWED BY CITY
