The meeting was called to order by Mayor Meserve at 8:00 P.M. The invocation, offered by
Mayor Meserve, was followed by the pledge of allegiance to the flag.
1. Approval of the Minutes of the Impasse Hearing and Regular Commission Meeting
held October 27, 2003.
Commissioner Borno moved for approval of the minutes of the Impasse Hearing and
Regular Commission meetings of October 27, 2003. The motion was seconded by
Commissioner Waters and unanimously carried.
2. Recognition of Visitors
The Mayor presented a Top Ten list of "Commissioner Borno's Least Known Contributions." A
framed copy of Resolution No. 03-15 commending Commissioner Borno for his service to the
City and citizens of Atlantic Beach was presented to Commissioner Borno along with a desk
clock. The Mayor commended Commissioner Borno for the job he did as a City Commissioner

No other business was brought before the City Commission at this time.

and City Clerk
There being no further discussion or business to come before the City Commission, the Mayor
declared the meeting adjourned at 8:10 p.m.

ATLANTIC BEACH

OATH OF OFFICE FOR SEATS 1, 2 AND 3.
The Oath of Office was administered by City Clerk King to Sylvia N. Simmons (Commission Seat
3), J. Dezmond Waters, III, (Commission Seat 2) and John S. Meserve, (Mayor/Commission Seat
1). The signed Oaths of Office are attached and made part of this official record.
CALL TO ORDER:
The meeting of the new Commission was called to order by Mayor Meserve.
1. Comments from the Mayor and Commissioners
Commissioner Simmons
Commissioner Simmons thanked those who supported her during the election and stated. that she
was honored to be part of the Atlantic Beach City Commission.
Commissioner Dezmond Waters
Commissioner Waters thanked those who supported him and the citizens of Atlantic Beach for
allowing him to serve again with no opposition. He commented on how beautiful the city had
become under the leadership of the progressive, forward-thinking Mayors and Commissions of the
past twelve years, and stated he appreciated being part of that change.
Mayor Meserve
The Mayor thanked those who supported him during the election and recognized family members.
He also thanked Lorren Elia and longtime friend and mentor Pete Durante, who helped with his
campaign.
Mayor Meserve noted that the previous Commission had a reputation of dealing fairly with the
issues, and although they did not always agree, he was extremely proud there were no personal
issues. He noted that Atlantic Beach was a progressive, fiscally responsible city with adequate
reserves, a sound tax base, and along-range plan, all of which indicated the city would be all
right, even in the event of a major disaster such as a hurricane.
Mayor Meserve welcomed Commissioner Simmons, and stated that he looked forward to
working with her.
Commissioner Parsons
Commissioner Parsons stated it had been a pleasure working with Commissioner Borno, and he
admired him for the work he had done for the city.
Commissioner Parsons also welcomed Commissioner Simmons.
2. Any Other Business
There being no further business to come before the Commission, the Mayor declared the meeting
adjourned at 8:25 p.m.
