AGENDA ITEM: ORDINANCE N0.20-03-63 AMENDING THE OPERATING
BUDGET FOR THE CITY OF ATLANTIC BEACH,
FLORIDA FOR FISCAL YEAR BEGINNING OCTOBER 1,
2003 AND ENDING SEPTEMBER 30, 2004.

BACKGROUND: Two grant approvals were received after the Proposed Budget
Ordinance was prepared for fiscal year 2003-2004. This ordinance
amends the operating budget by creating the necessary
appropriations to allow spending of those grant proceeds.
The Plaza entrance to the Post Office project has been delayed.
The funds that were budgeted last year did not come forward to
this year. To keep funding available, the funds must be re-
budgeted. This ordinance re-establishes the original budget
amount for that project in the current year.
BUDGET: This adjustment includes both revenue and expense items
necessary to appropriate grant funds awarded pursuant to the
previously approved grant applications. This ordinance also
provides for the necessary matching transfer from the General
Fund for the Local Law Enforcement Block Grant.
This ordinance also addresses the re-budgeting of the Plaza
entrance to the Post Office using funds not spent last year.

AN ORDINANCE AMENDING THE OPERATING BUDGET FOR THE
CITY OF ATLANTIC BEACH, FLORIDA FOR FISCAL YEAR
BEGINNING OCTOBER 1, 2003 AND ENDING SEPTEMBER 30, 2004.
WHEREAS, the City Charter of the City of Atlantic Beach requires that the City
Commission approve all budgetary increases and transfers at the fund level, and
WHEREAS, the City applied for and received an awazd for FDOT grant proceeds to be
used for DUI enforcement that was not included in the original budget.
WHEREAS, the City also applied for and received an awazd for a Local Law
Enforcement Block Grant for the purchase of 4 in-car video systems that were not included in the
original budget
WHEREAS, the City had budgeted in fiscal year 2003 a new entrance to the Post Office
from Plaza. and that project did not get awarded. As a result, the City must re-budget the project
for fiscal year 2004.
NOW, THEREFORE, BE IT ENACTED BY THE CITY COMMISSION ON
BEHALF OF THE PEOPLE OF THE CITY OF ATLANTIC BEACH, FLORIDA, that;
1. The Fiscal Year 2003/2004 Final Budget be amended as follows:
Police Grant Fund - FDOT DUI Enforcement Initiative
