A RESOLUTION OF THE CITY OF ATLANTIC BEACH, FLORIDA,
AMENDING THE MEMBERSHIP PROVISIONS FOR THE CULTURAL
ARTS AND RECREATION ADVISORY COMMITTEE; AMENDING
CERTAIN PROVISIONS REGARDING THE TEEN COUNCIL; AND
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, on July 8, 2002, the City Commission adopted Resolution 02-13 creating a
Cultural Arts and Recreation Advisory Committee and the membership provisions of that
Committee were amended by Resolution 03-05, 10-08, and further by Resolution 18-32; and
WHEREAS, the Board Member Review Committee has conducted a study over the last
year to assess board and committee membership, terms, removal and selection/appointment
procedures for all boards and committees of the City; and
WHEREAS, the Board Member Review Committee has developed and forwarded its
recommendations to standardize, clarify and streamline the membership, terms, removal and
selection/appointment procedures for the various boards and committees of the City to the City
Commission;
WHEREAS, the Commission further desires to amend certain provisions regarding the
Teen Council.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF ATLANTIC BEACH AS FOLLOWS:
SECTION 1

Membership of CARAC: Section 1 of Resolution 18-32 is hereby
Section 1. Membership of CARAC.
There shall be a total of seven (7) Committee members with one (1) alternate
appointed by the Mayor and Commission. Members must be residents of Atlantic Beach.

provided, however, that members whose terms expire shall continue to serve until
replacement appointments are effective. Members of this Committee may hold an,, other
public office or appointed position in the City, provided the powers and authority of this
Committee remain advisory only. Any vacancy during the unexpired term of a member
shall be filled for the remainder of the term. Should the length of the unexpired term be
less than one year, then such appointment shall not count towards the maximum number
of consecutive terms. Any Committee member may be removed for cause by the City
Commission upon written charges and after public hearing. Any member who fails to
attend (3) consecutive meetings without notice to the Director, Recreation and Special
Events or his/her designee and without reasonable cause shall have his/her office declared

City Commission shall promptly fill such vacancy. A member may choose to resign from
the Committee at any time by giving written notice to the City Clerk. One member of the

advisor to same the Atlantic Beach Teen Council.

SECTION 2. Teen Council. Section 2(d) of Resolution 18-32 is hereby amended
as follows:
d. Duties and Governance of Teen Council.
The duties of the Teen Council will be to propose, plan, promote and pu4 assist CARAC in
the performance of its duties by gathering facts and information about on at least one major
event for the teenage residents of Atlantic Beach each year, by participating in such
eventso and to promote by engaging other teenagers in community service to the Atlantic
Beach community in general. The Teen Council shall prepare and submit any necessary
funding requests requirements in writing to the CARAC who shall in turn review and, after
due consideration, recommend funding to the Atlantic Beach City Commission. The City
Commission shall consider recommendations for funding of Teen Council activities after
recommendation from the CARAC. The Teen Council shall submit a quarterly report to
the CARAC. Advisory assistance may be available from City staff members and the
CARAC to help plan or promote events. The Teen Council will also be authorized to
Feeenmnend and organize gather facts and information about other fundraising activities,
seek grant applications, and pure other funding sources as approve for submittal to
CAR AC
SECTION 3. Effective Date. This Resolution shall take effect immediately upon its final
passage and adoption.
