RESOLUTION OF THE CITY OF ATLANTIC BEACH, FLORIDA DIRECTING STAFF
TO COLLABORATE WITH THE CITY OF JACKSONVILLE ON DEVELOPING A
GRANT APPLICATION TO THE FLORIDA INLAND NAVIGATION DISTRICT FOR
COST ASSISTANCE FOR THE ACQUISITION OF JOHNSTON ISLAND; DIRECTING
STAFF TO WORK WITH THE CITY OF JACKSONVILLE AND RELATED THIRD
PARTIES ON THE DEVELOPMENT OF A MEMORANDUM OF UNDERSTANDING
FOR JOHNSTON ISLAND; AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City of Atlantic Beach recognizes the vital importance of acquiring
conservation and recreation lands; and
WHEREAS, the City of Atlantic Beach, City of Jacksonville, and the State of Florida
have demonstrated a commitment to preserving and making improvements to the portions
of the Intracoastal Waterway adjacent to the City by the acquisition of Dutton Island
Preserve, River Branch Preserve and Tideviews Preserve; and
WHEREAS, the Johnston Island property, lying between the River Branch Preserve
and Atlantic Boulevard, consists of 8.5 acres, including 3.1 acres of uplands; and
WHEREAS, the Florida Inland Navigation District provides grants to local
governments to pay for a portion of the costs for land acquisition for projects such as
Johnston Island that include opportunities for waterway access; and
WHEREAS, the City of Atlantic Beach acknowledges that the City of Jacksonville has
identified funds in its 2019-20 Capital Improvement Project budget to be used towards the
conservation acquisition of Johnston Island; and
WHEREAS, the City of Atlantic Beach desires to develop a memorandum of
understanding with the City of Jacksonville and other relevant third parties regarding the
maintenance, management, and gradual improvement of Johnston Island using grant
funding; and
WHEREAS, Johnston Island's unique location on the border of Jacksonville and
Atlantic Beach could make the property an important recreational access point to help
activate Northeast Florida waterways.
NOW THEREFORE, be it resolved by the City Commission of the City of Atlantic
Beach as follows:
Section 1: Development of Florida Inland Navigation District Grant: The City
Commission directs staff to coordinate with the City of Jacksonville to develop a grant
application to the Florida Inland Navigation District for acquisition cost assistance for
Johnston Island. The draft grant application shall be presented to the Commission for
review and final approval prior to submission.
Section 2: Development of Memorandum of Understanding: The City Commission
directs staff to develop potential terms for the maintenance, management, and gradual
improvement of Johnston Island using grant funding through the development of a
memorandum of understanding with the City of Jacksonville and other relevant third
parties. The final draft memorandum of understanding shall be presented to the
Commission for review and final approval prior to execution.
Section 3: Effective Date: This resolution shall take effect immediately upon its final
passage and adoption.
PASSED AND ADOPTED by the City Commission of the City of Atlantic Beach, this
10th day of December, 2018.
