AGENDA ITEM: Approval of Local 630 "B1ue~Collar"union contract for the period
October 1, 2003 thrau~h'September 30, 2006

ACTION. REQUESTED: That the City Commission approve the Loca1630 "Blue Collar" union
contract for the period.October 1, 2003 through September 30, 2006.
BACKGROUND: On October 27, 2003, the City Commission met and made decisions
on impasse items pertaining to contract negotiations. The key
..changes to the contract as a result of the impasse hearing are:
- Art 9 -Allows use of verbal reprimands for more than 1 year
- Art 9 -Allows use of written reprimands for more than 2 years
- Art 12 -All full time employees to receive 80 holiday hours
- .Art 17 -Overtime to be paid on a 7 day work period basis
- Art 29 - Ability to advertise directly outside
- Art 29 -Ability to hire based upon qualifications not seniority
- Art 29 -Ability to promote based upon qualifications not seniority
- Art 34 -Pay changes would be retroactive to 10/01/03
- Art 34 -Other impasse items would be effective 10/27/03
Other items as agreed to by the City,and Loca1630 union have now
been ratified by the union members. These agreements make the
following changes to the contract:
- Art O1 -Adds Regular Part Time employees
- Art 12 -Adds Christmas Eve as a holiday
- Art 12 -Changes Birthday Holiday to Personal Leave
- Art 12 -Clarifies entitlement to holiday pay
-Art 13 -Allows employees to annually. change maximum leave
accrual limit
- Art 13 -Increases Personal Leave accrual for Birthday holiday
. -Art 20 -Clarifies insurance provided to union members
- Art 26 -Agreement language on wages .
- Art 26 -Agreement to City evaluation and bonus programs.
- Exh A -Pay table updated to agree with City pay plan
- Exh B -Union evaluation system/procedures deleted

.This is a three year contract that goes from October 1, 2003 through
September 30, 2006; however, as there were no agreements on wage
increases for October 1, 2004 or October 1,.2005, each side may
open,'for negotiations, wages and three other articles during 2004 and
2005. During the 2006 negotiations,. all articles, including wages, will
be open for negotiation. ,
BUDGET: Funds for contract items were included within the October 1, 2003
budget.
