Exh 3AAGENDA ITEM #3A JANUARY 14, 2002 January 3, 2002 MEMORANDUM TO: The Honorable Mayor and Members of the City Commission FROM: Jim Hanso r--may-N~w`ager SUBJECT: Follow-up eport Twice Per Week Trash Collection; A request was made at the last Commission meeting for the City to reconsider the decision to decrease the trash collection frequency to once per week. The bid from BFI on 8/27/01 indicated that the twice per week trash pick-up would increase the cost to the City by $1.86 per resident per month. We have a total of 4,716 residential units presently being collected, which equals a yeazly increase to the City of $105,261.12. The BFI proposal. indicated they would not be able to geaz up with new equipment and personnel to begin providing the service untfl January of 2002. If the City were to ask them to begin twice per week service at this time, we would probably need 4 to 5 months before they could begin providing the service. History of 25% "Outside Citv" Water and Sewer Rates; Atlantic Beach has chazged for a higher "outside city" water and sewer rate since the Buccaneer system was originally purchased in 1985. Initially, the rate was 1.5 times the inside City rate. It was later reduced to 1.25 times the inside City rate in 1991. See the attached memo from Nelson VanLiere dated December 11, 2001 for additional information. Jordan Park and Adiaceut Property; At the last Commission meeting staff was asked to consider formally adding some City owned property on the north side of Jordan Park to the park which would help ensure its continued protection in the future. City staff has met on this and reviewed drawings of several adjacent owned pazcels. Any property re-platting also affects the City's Public Works yazd as well as the lot upon which the new Jordan Community Center has been constructed. An internal decision has been made about the best way to re-plat the property lines and a surveyor has been engaged to prepaze the necessary drawing. Once complete, this will be presented to the City Commission for approval prior to having the pazcels re-platted. Commission Room Chairs; The existing Commission chairs should be replaced. The fabric is worn and dirty on most of them and the support mechanisms for some of them have become worn to the point where they are uncomfortable and possibly dangerous to sit on. They were relatively inexpensive chairs to begin with. Several alternative new chairs will be available for Commissioners to try out at the upcoming meeting. Hopefully a consensus can be reached and AGENDA ITEM #3A JANUARY 14, 2002 we can get new chairs. After these are ordered, we plan to replace the audience seating with similar fabric Community Center Stndv Completed; A final copy of the complete Community Center Study has now been delivered. Copies have been made and will be distributed to the City Commission with the agenda packets. Some of the budget estimates have been amended since the original presentation to the Commission in eazly December. This final report also incorporates additional information about a telephone and high school surveys, input from the focus groups and operational information from several other community centers across the country.. Presentations to Atlantic Beach's partners in this study are still being scheduled. It is anticipated that representatives from each of the sponsoring organizations will meet together to discuss the study within the next several weeks. AGENDATTEM #3A JAi~TUARY 14, 2002 MEMORANDUM Date: December 11, 2001 To: Jim Hanson, City Manager From: Nelson Van Liere, Finance Direct Subject: Origin of 25% surcharge on Outside City Utility Customers Without the benefit of a staffreport giving an explanation, I will assume that the surchazge was implemented when the Buccaneer and Oak Harbor systems were purchased. Ordinance 80-86-30 amended Section 22-166 to include the following language: "Where the inside factors are multiplied by 1.50 to yiekl the outside factors because of a 50% outside surchazge." Ordinance 80-86-30 was passed on March 24`~ , 1986. On December 16`~ 1991, Ordinance 80-91-45 was passed deleting the 19861anguage and replacing it with: "(b) The rates applicable to customers outside the city shall be one and one-quarter (1.25) times the rates above." This language is still in the code today. Infomaation that was provided by our rate consuhant at the tine was that State Law„ requires~tlaaf customers outside of a city's }urisdictionmust be; assessed the same rates as those customers within the city limits except: 1.) The city can assess a 1.25 surchazge on outside city customers without special public hearings. 2.) The city can assess a maximum of a 1.50 surchazge on outside customers; however, if the surcharge is greater than 1.25 times the inside city rates, special public hearings must be held to inform those customers as to th6 basis of surchazge program The latest language added to our code was in September of 93 when Section 22-2 was created. Section 22-2 states the following: The additional rates charged by the Buccaneer system to customers outside the city pursuant to section 22-27(2) for water and section 22-167(b) for sewer shall be considered a return on investment, and such return on investmenrt shall be contributed to the general fund of the city on an annual basis.
