APPROVAL OF MINUTES A. Approve Minutes of the August 2, 2018, Parking and Pedestrian Safety Advisory Resource Committee Meeting. B. Approve Minutes of the August 16, 2018, Parking and Pedestrian Safety Advisory Resource Committee Meeting. MOTION: To approve minutes of the August 2, 2018 and August 16, 2018 Parking and Pedestrian Safety Advisory Resource Committee Meetings (PPSARC). NOTE: Chair Stinson deviated from the order of the posted agenda and the meeting commenced as follows. 4. OLD / UNFINISHED BUSINESS A. Recommendation to present to the City Commission endorsing Police Chief Michelle Cook's recommendation to revise the City of Atlantic Beach Parking Ordinance. Deferredfrom the August 16, 2018 Chair Stinson stated Chief Cook will participate via telephone. There was a lengthy discussion about the prohibited parking times on specific streets, roadways and rights-of-way, temporary street parking, and allowance for emergency vehicles. Suggestions were made about adding more definitions for resident parking in the rights-of-way. Chief Cook was brought into the meeting via telephone. Chair Stinson stated clarification was needed on language in the ordinance. Regarding parking on the right-of-way or edge of the street, as long as there is 10 feet available - Mr. Wappes questioned if that is 10 feet for each traffic lane (each direction) or just 10 feet. Chief Cook responded that it is 10 feet and that is a state law. Regarding the exception (for parking) between 6 PM and 6 AM - Ms. Lagner inquired when is parking allowed on those rights-of-way and is that for residents only. Chief Cook responded it is not for residents only, but during those hours it would probably be mostly residents parking in the rights-of-way. There was a lengthy discussion about changing the time and changing the days for parking in the rights-of-way, importance of having clear definitions and applying the same standards throughout the City. Chief Cook thanked the Committee members for their time and being part of the solution. Ms. O'Bannon suggested changing the time to 5 PM and 8 AM. A lengthy discussion ensued about recommending no parking in a designated right-of- way, the exception to allow during specific times, a paid parking program, and being consistent throughout the City. MOTION: To change the time in the parking ordinance from 6 PM and 6 AM to 5 PM and 8 AM. Parking & Pedestrian Safety Advisory Resource Committee September 6, 2018 Motion: Paula O'Bannon There was a lengthy discussion prior to the motion receiving a second, about parking and no parking in the right-of-way. Seconded by Wappes. Discussion continued about the language for no parking allowed on the roadways and the exception to park within the right-of-way during specific times. MOTION: To remove Section (h) in its entirety and replace with the language 'There shall be no right-of-way parking in the City of Atlantic Beach without the necessary approval/permit from the City. Moved by Wappes Seconded Before a second was made Chair Stinson requested Mr. Wappes put his motion in writing and the Committee will return to this item. He suggested the Committee continue the meeting with Item 3 A. Subcommittee reports and discussion. Mr. Wappes restated his motion: MOTION: To remove Section (h) in its entirety and replace it with (the language) `there shall be no parking on the right-of-way in the City of Atlantic Beach without prior approval from the Department of Public Safety or Public Works. There was no second and discussion ensued about beach re -nourishment, parking in the right- of-way, rewording Mr. Wappes' motion, and amending the motion. Mr. Wappes amended his motion to change the language as follows: Parking & Pedestrian Safety Advisory Resource Committee September 6, 2018 To state there shall be no parking in non -designated spaces in the right-of-way in the City of Atlantic Beach without prior approval from the Department of Public Safety or Public Works Department. There was no second and discussion ensued about issues with parking -creep into neighborhoods, parking along feeder streets, and how this will apply to the whole city. Chair Stinson clarified the motion as follows: To remove Section (h) in its entirety and replace it with (the language) 'to restrict right-of-way parking within the City of Atlantic Beach except in clearly marked parking areas without prior approval by (Atlantic Beach) Public Works or Police Department. Ms. Lagner offered a counter motion as follows. Chair Stinson reminded the Committee there is a motion on the floor, without a second. He advised Ms. Lagner she can make an amended motion. Amended motion by Ms. Lagner, as follows: To change the language for Section (h) to restrict right-of-way parking on East Coast Dr. and Ocean Blvd. only, and remove all of the other streets, and give the Commission the opportunity to decide the next level due to the possible administrative burden to the City employees and budget increases. Mr. Wappes stated he wanted to withdraw his motion and spoke about just denying the right-of- way parking on East Coast Dr. and Ocean Blvd. Motion withdrawn to remove Section (h) in its entirety and replace it with (the language) 'to restrict right-of-way parking within the City of Atlantic Beach except in clearly marked parking areas without prior approval by (Atlantic Beach) Public Works or Police Department'. There was no second to the amended motion and a lengthy discussion ensued about the City rights -of way, limiting the restriction to just two streets, ability to add restrictions in the future to other streets and updating the ordinance. Chair Stinson stated that no progress has been made on this item and suggested the Committee move on to Item 4 B. B. Recommendation to install Enhanced Safety Features in Crosswalks for inclusion in the coming fiscal year budget. Deferred from the 16th of August 2018 Parking & Pedestrian Safety Advisory Resource Committee September 6, 2018 3. REPORTS AND/OR REQUESTS A Subcommittee reports and discussion Jennifer Lagner gave an overview of the 10th Street Subcommittee's meetings results. She stated their recommendations are pending as they are waiting for more information on the ADA ramp. Michael Tari gave an overview of the 18th Street Subcommittee's meetings results. He spoke about decreasing some of the existing parking by changing spaces to parallel, going from 40 spaces to 25 spaces. Mr. Tari spoke about parking at Waters Park and the small park by Dewees Street and adding bicycle spaces to both 18th and 19th Streets. Mr. Wappes spoke about the current design of the beach access on 18th Street. He stated it also needs to be addressed and suggested more discussion is needed to make a recommendation about reconfiguration. A lengthy discussion ensued regarding the number of parking spaces, beach renourishment, completing the subcommittee's recommendations, how the recommendations will be presented to the Commission, ADA ramps, and beach accesses. Mr. Kupperman left at 7:37 PM. MOTION: To approve recommendation to install Enhanced Safety Features in Crosswalks. Motion: Michael Tari Second: Jennifer Lagner Voice Vote resulted in all ayes; the motion passed unanimously. Mr. Tari left after the vote at 8:03 PM. MISCELLANEOUS BUSINESS Closing Comments: Kim Reich - didn't accomplish a lot but appreciated everyone's contributions. Dale Wappes - spoke about presenting the tough questions to the Commission as a Committee for the community, having staff input in the process. SGT Jevic - appreciated everyone's conversations and input, spoke about having confidence in staffs presentation. Woody Winfree - spoke about the cross walks, 10th Street, 18th Street, and rights-of-way, solving crisis points, and consideration of one -side street parking. Paula O'Bannon - spoke about working on 1st Street and emails sent by those residents, 10th Street, and having visual identification for available street parking. Jennifer Lagner - thanked everyone for their input. John Stinson - spoke about. observing Roberts Rules during the meetings, submitting items to be on an agenda, the Committee looking at everything east of Sherry Dr. from Town Center up to 10th Street, beach renourishment, and parking and identifying for use. Mr. Stinson thanked everyone for their input. A. Set Next Agenda and Announcements. The Committee requested an invitation be extended to Commissioner Waters to attend their next meeting on September 20, 2018. The City Clerk's Office will send Commissioner Waters an email. Chair Stinson asked the Committee to send an email to the City Clerk's Office if unable to attend the next meeting on September 20, 2018. Chair Stinson stated the second PPSARC meeting in November has been cancelled. 8:00 PM ADJOURNMENT There was no further discussion and Chair Stinson adjourned the meeting at 8:17 PM.
