AGENDA ITEM: Restructuring of the Public Utilities Department

BACKGROUND: As part of the recently completed Water Master Plan, Camp, Dresser &
McKee (CDM) performed an evaluation to recommend cost saving and efficiency measures,
primarily for the water system, but with application to the wastewater system as well.
One of the recommendations involved restructuring ofthe Public Utilities Department to provide
the most effective utilization of personnel and to maintain a versatile and flexible workforce. The
restructuring will eliminate the distinction between the Atlantic Beach and Buccaneer Systems,
and will allow better accountability for budgetary control as opposed to the current system, which
requires division directors to shaze budgets. No additional staff are requested, however, key
position changes requested are as follows:
Plants Division Director. The present structure consists of two Plants Division
Directors-one for Atlantic Beach and one for Buccaneer: This position will be modified
to allow one Plants Division Director to be responsible for the six water and wastewater
treatment facilities. All plant operators will report to this director, and will be cross
trained to operate any of the six plants. Having one Plants Division Director supervise all
operators will increase staff flexibility. This position will have budgetary responsibility for
water and sewer treatment facilities.
Corrveyance Division Director. The current position of Distribution/Collection
Supervisor will be reclassified to Division Director status, and will include full
management duties, budgetary responsibility for distribution/collection systems, lift
stations, and transmission marls, and accountability for programs and projects, and capital
improvements planning.
Special Projects Manager. This is a senior technical position, responsible for coordinating
with City staff vendors, contractors, consultants, and regulators on technical issues during
all stages of projects.: This position will assist with difficult technical or regulatory
.compliance issues and/or permitting problems. Other duties will include conducting
reseazch on new regulations to determine future requirements,. preparing and updating
departmental programs, assisting with long range planning. In general, this position will
assume responsibility for some of the Utility Director's technical duties. The Director's
administrative duties will not be delegated to this position.

Wastewater Plants Superintendent. This position will act as a lead operator (similaz to a
crew leader) responsible for operation and maintenance of the two wastewater treatment
facilities. Duties will include ensuring regulatory monitoring and compliance, coordinating
work assignments and schedules for the water/wastewater operators, regulatory report
preparation, maintenance of logs and records, ordering chemicals, pazts, and supplies, and
training personnel as needed.
BUDGET: The restructuring will result in reclassification ofthe Distribution/Collection
Supervisor's position to Conveyance Division Director, and upgrading of one Water/Wastewater
Operator position to a Wastewater Superintendent. The cost of these changes is estimated at
about $11,000 for increased salaries and benefits.
RECOMMENDATION: Approve the restructuring of the Public Utilities Department,
including funding of position reclassifications and/or upgrades.
