BACKGROUND: Bids for concrete repairs were opened at 3:00 PM on January 30,
2002. We had a total of five bidders, however only two met all City requirements: they were
BA Wilson Construction and R.L. Lawrence Construction. C & D Concrete did not submit an
Insurance Certificate, LAS Contracting did not submit the bid in triplicate and did not fiunish
proof of license, and RWB/SMS, Inc. did not submit three references. Bids were based on
squaze and linear footages with the awazd criteria being based on the average unit prices
furnished on the concrete repair bid summary form. Bids aze summarized as follows:

3. Notification ofProiect:
Subsequent to notification of a project, the Contractor shall commence no later than five (5)
working days after receipt of a purchase order number. If an emergency condition exists, the
Contractor shall respond as quickly as reasonably possible.
