UPLAND AREAS: The Contractor shall perform the specified work utilizing a six-foot wide construction corridor centered on the centerline of the boardwalk. In addition, the Contractor may use a strip of upland, maximum six-foot wide along the East or South sides of the boardwalk construction corridor. The Engineer at the Contractor's request may authorize any clearing of on additional upland area " for construction staging purposes. 2. WETLAND & WATERWAY AREAS: The Contractor shall rigorously comply with all general and specific provisions of permits issued by the St. Johns River Water Management District and the U.S. Army Corps of Engineers copies of which shall be kept on site. The Contractor shall clearly designate on-site the specific limits of construction as being the six-foot wide construction corridor described in Item 1 and these permits. The Engineer's approval of this designation is required prior to commencement of any clearing, construction staging and construction work. Neither clearing nor construction work are authorized outside of the specific limits of construction. The Contractor shall be solely responsible for complying with all provisions of these and other permits issued for this project. J. Contractor shall completely remove all scrap, debris and unused material from each site and dispose of properly in an approved disposal area off-site. B. STRUCTURAL REQUIREMENTS 1. Boardwalks shall be rated for a minimum uniform live load of 100 pounds per square foot. C. TREATMENT 1. All piles shall be pressure treated with chromium copper arsenate (CCA) type C in accordance with the American Wood Preservers Association (AWPA) Standards P5-90 and A2-88. All pilings shall be impregnated under AWPA Standards C1-90, C3-90, C14-90 and C18-90 where applicable. Piles shall be Kiln -Dried to a moisture content of 259 or less after treatment. All lumber and timber treated with CCA shall be pressure impregnated under AWPA Standards C1-90, C2-90, C14-90 and C18-90 where applicable. Nails shall be carefully aligned, properly installed and countersunk. F. ROUND TIMBER PILING GENERAL: 1. All piling shall be in accordance with the American Society for Testing and Materials Standard Specification for Round Timber Piles - ASTM D 25-91. 2. All piling shall comply with the Florida Department of Transportation 1991 Edition Standard Specification for Road and Bridge Construction including the 1994 Supplemental Specifications. However, the practical refusal for boardwalk piling may be defined as 10 blows per inch rather than 20 blows per inch as specified in Section A 455-3.11.3 Practical Refusal. J. All piling shall the Southern Pine (Longleaf, Slash, Loblolly, and Short/eaf Pines) meeting the following design values: Compress Parallel to Grain Fc = 1200 psi Extreme Fiber in Bending Fb = 2400 psi Horizontal Shear Fv = 1 10 psi Compression Perpendicular to Grain Fc = 250 psi Modulus to Elasticity E = 1,500,000 psi 4. All piling in salt water shall be treated as required by the Federal Specification TT -W-571 and the American Wood -Preservers' Association (AWPA) Standard for Pressure Treated Material in Marine Construction - AWPA C78 - 92. 5. All piling shall be pressure treated in accordance with the ASTM Standard Specification for Pressure Treatment ASTM D 1760 - 94. 6. A pile installation program shall be submitted to the Engineer for approval 14 days prior to beginning pile driving operations. The pile installation program shall be based on the Soil Geotechnical Exploration Report prepared by Ellis and Associates, and subsequent addenda. This restoration is required for partial mitigation of impacts to wetlands and surface waters authorized in Department of Environmental Protection (DEP) Permit No. 16-292767-2. As mandated in the referenced permit, the Dutton Island borrow area is to be converted into a scrub/shrub wetland with a littoral zone area including an open water portion. CONSTRUCTION METHODS Construction of the restoration area is to occur at the existing borrow pit site at the northern end of Dutton Island (Exhibit 1). The area is to be elevated by introducing fill material currently located at the southern extent of the island. The initial borrow area elevation will be increased to the contours illustrated on the included cross-sections (Exhibit 2). The resultant elevations will allow for three different areas of hydrologic influence. Area A is designed to typically exhibit saturated soils with minimal inundation, and will support an installed scrub/shrub community. Area B will generally be inundated and will support littoral zone herbaceous vegetation that thrives in relatively higher water levels. Area C will be roughly located at the center of the restoration area, and will be composed of open water to diversify the hydrologic regime and provide habitat for waterfowl and other open -water dependent species. HYDROLOGIC MONITORING Upon completion of the grade elevation efforts, the restoration area will be monitored for 30 days to ensure that the hydrologic; regimes are conducive to the installation of the respective hydrophytic flora proposed. Confirmation of the correct hydroperiod for the scrub/shrub and littoral zone areas (Areas A and B) will increase the likelihood of successful floral species introduction and proliferation. PLANTING Proposed planting in Area A will include approximately 922 desirable wetland shrub species on equivalent 5' centers. The shrubs to be planted will include, based on availability, buttonbush (Cephalanthus occidentalis), wax myrtle (Myrica cerifera), yaupon holly (11ex vomitoria), Virginia willow (ltea virginica) and/or pipestem (Agarista populifolia) in 1 -gallon sizes. Littoral zone (Area B) planting is proposed to include approximately 282 bare -root herbs including an availability -dependent combination of pickerelweed (Pontederia cordata) and lance -leaf arrowhead (Sagittaria lancifolia). This herbaceous installation is proposed on equivalent 2' centers. The open water area, labeled as Area C, will remain unvegetated and will serve as a habitat for various waterfowl and other species of aquatic and semi -aquatic fauna. MONITORING The wetland restoration area will be monitored for five (5) years from the completion of the initial planting. Annual monitoring events will address criteria including percent coverage (survival) of installed species, growth rate, water table elevation and wildlife utilization. After the baseline monitoring/report, which will be conducted within 30 days of planting, further iterations will occur in the fall (September/October) of each year. A monitoring report will be submitted annually (each fall) to the DEP detailing the data collected during each monitoring event. Sampling for percent survival of the mitigation shrub species (Area A) will be accomplished by tagging approximately 10% of the installed shrubs during the baseline event. Subsequent events will include a comparison of tagged shrub census data to that of the previous monitoring iteration. These tagged individuals will also be monitored for growth through annual height and caliper measurements (at 4" above proximal grade). The littoral zone area (Area B) will be sampled through percent cover and composition observations of two 2' X 2' monitoring quadrats which will be installed during the baseline monitoring event. The sampling quadrats will be established at the four comers with sections of PVC pipe. These wimple areas represents greater than 1% of Area B, and should provide a statistically valid sample set. The presence of nuisance/exotic species will be closely monitored/reported as well. If nuisance/exotic floral species become established within the mitigation area, The responsible party will be advised of methods to control them. Generally, the need for such maintenance occurs early (if at all), and becomes less necessary with time as the desirable species establish dominance. Nuisance/exotic species will be maintained under the standard DEP threshold for population within mitigation areas, which is equivalent to less than 10% coverage. A water table monitoring well will be installed within the restoration area to monitor the relative annual water table elevation. The well will consist of one graduated 4' long piece of 0.75" PVC pipe buried two feet below grade. The well will be installed at a location within the mitigation area where the water table is at the grade elevation, to allow for maximum measurable water table fluctuation in either direction. Photographs will be taken from fixed photography stations during the baseline monitoring iteration and during each annual follow-up event. These photos will be included in the form of a photo essay at the end of each monitoring report sent to the agencies: Qualitative observations of any wildlife foraging and other utilization will be obtained during monitoring events, and will be noted, where applicable, in each submitted report. The restoration area will be considered successful when at least 80% survival of the installed wetland flora has been obtained by the end of five years. In addition, nuisance species coverage is not to reach or exceed 10% during this time.
