SUBJECT: City Manage s Report
Bike/Pedestrian Path Proiect; Staff from Atlantic Beach has been working closely with
counterparts from Jacksonville Beach and Neptune Beach to coordinate a project to
determine the best locations for bike/pedestrian paths in the beaches azea. A group of
"stakeholders" has been identified by each ofthe three cities to represent a broad range of
biking and pedestrian issues and help identify possible locations. Our first meeting of
this group has been scheduled for Thursday, Mazch 14`h beginning at 6:30 pm at the Sea
Turtle Inn in Atlantic Beach. We have made arrangements with a facilitator to run the
meeting. Elected officials and the media will be welcome to attend.
Employee Code of Ethics; A revised policy dealing with ethics has been completed and
distributed to City staff. The revisions follow from one of the recent supervisory training
sessions on ethics where Atlantic Beach's policy was reviewed and discussed. It was
suggested that some azeas of our policy could be improved. A committee of supervisors
was formed to consider the issues and make recommendations. This revised policy
follows from their report. The most significant change to the policy is to add a pazagraph
limiting the value of any gifts that a City employee could receive to $50.00 unless
otherwise approved by the City Manager. A copy of the revised policy is attached for
your review in the strikethrough and underline format.

EMPLOYEE CODE OF ETHICS
15.1 Purpose
It is essential to the proper conduct and operation of government that City, employees be
independent and impartial, and that City employment not be used for private gain. This policy is
established to protect against any conflict of interest and. to establish standazds of conduct for
City employees.
15.2 Policy and Procedures
It is the policy of the City of Atlantic Beach that:
aNo City employee shall accept any ersona gi$, favor or service that may reaseaably
tend--te-influence. or be perceived to improperly influence l~-the emnlovee in the
dischazge of 1}istheir official duties.
Gifts of general appreciation or acknowledgement of the routine duties and services
provided by City emrolovees, such as gifts of foods and baked goods or flowers shall
be accented on behalf of all City staff or a City denarhnent. as approroriate. provided
maintained by the aropropriate Department Head. Gifts which exceed. or aze believed
to exceed- $50.00 (fifty dollazsl in value shall be reported to the City Manager to
determine proper course of action.
Anv card- tag or label. which visibly identifies the donor of the rift shall be removed
upon receipt.
c. Ink roens, mugs, and other toke gifts. such as those commonly distributed to all
attendees of professional conferences: work related meetings and the like. may be
accepted, provided that such token gifts are of insienificant monetary value and are
made available to all those in attendance at these tomes of events.
db. No City employee shall use or attempt to use leis-their position to secure special
privileges or exemptions for the self or others, except as maybe provided by
policy or law.
es. No City employee shall accept employment or engage in any business or professional
activity which might require or induce hen-the employee to expose confidential
information acquired by~by reason of leis-their official duty.
fd. No City employee shall disclose confidential information gained by reasons of
theirl3is official position, nor shall any emploveehe otherwise use such information
for his-personal gain or benefit.

controlling interest in any corporation, firm partnership, or other political

Any violations of the provisions of this policy shall be subject to review and appropriate
disciplinary action. When ~. employe~of the C' has any doubt as to the application of the

the City Manager.
15.3 Public Relations
Employees shall remember that they represent the City as a whole when serving the public.
They shall conduct themselves so as to project a desirable image of the City.
15.4 Borrowing City Equipment
The use of any City equipment such as borrowing typewriters, tape recorders, cameras, shovels,
etc., for personal use shall be prohibited unless otherwise approved by the City Manager, and this
percussion will be granted only under special or unusual circumstances.
15.5 Conflict of Interest

No employee of the City shall have a financial interest in the profits of any contract, service, or
other work preformed by the City, nor shall any employee personally profit directly or indirectly
from any contract, purchase, sale, or service between the City and/or any person or company; nor
personally or as an agency provide any surety bill or bond required bylaw, or subject to approval
by the City Commission. Any official or employee who violates the provision of this rule shall
be considered guilty of misconduct in their service.

The use of City equipment at any time and the use of City employees during normal working
hours for any construction, repair, improvements, or other such acfions on private property for
the benefit or profit of private individual(s) is prohibited.
15.7 Political Activities
No employee of the City of Atlantic Beach will be allowed to take an active part in political
management or in political campaign during working hours. This does not prohibit an employee
from voting as thevlze may choose, or from expressing 13is- eir opinion on any political subject
or candidate. ~ accumulated personal leave, shall be

~n,D° 15.8. Outside Emnloyment
In order that the City may maintain and increase the efficiency of its employees:
a. No employee of the City may engage in any outside employment or activity which is
inconsistent, incompatible, or in conflict with las-their duties as a City employee.
Outside employment which may result in an appeazance of impropriety, or interfere
with the efficient performance of the performance of the employee's regulaz duties is
similazly prohibited.
b. If such outside employment in any manner conflicts or interferes with the employees
service to the City, the City Manager will have the right to order the employee to
discontinue the outside employment.
c. No City employee shall be otherwise employed except with the written prior
permission of the City Manager. Permission shall be granted in accordance with the
standazds established in subsection (a) of this regulation.
1. City employees who are currently engaged in outside employment activities shall
have ten (10) days within which to seek written percussion from the City
Manager to continue such activities.
d. The term "outside employment" as it is used in this section refers to any employment
engaged in by a City employee apart from hisrtheir City employment, whether or not
such employment is for remuneration, and includes self-employment.
e. The City of Atlantic Beach will assume no responsibility or liability for any injuries
incurred while the employee is engaged in outside employment activities.
