BACKGROUND: Rehabilitation of deteriorated sewer mains to prevent infiltration and inflow
was recommended in the City's Sewer Master Plan. The area near Donner Road has had
excessive flows during periods of heavy rainfall, and sewer system rehabilitation was budgeted for
this year. The project consists of rehabilitating approximately 13001ineaz feet. of sewer main,
replacing services and lining manholes- Acceptable rehabilitation methods were cured-in-place
piping and pipebursting.
A Mandatory Pre-Bid Meeting was held on February 7, 2002, and two bids were received on
February 20, 2002. The bids were as follows:
Contractor Gruhn May, Inc. Insituform Technologies,
Inc.

Bid Price $126,699.10 $98,681.00
A bid analysis was performed, and the low bidder meeting all requirements was Insituform
Technologies, Inc. in the amount of$98,681.
BUDGET: A total of $180,000 was budgeted for this work in the Sewer Collection Account
No. 4I0-5506-535-6300.
RECOMMENDATION: Awazd the contract for Sewer Improvements in the Donner Road
Area to Insituform Technologies, Inc. in the amount of $98,681.
