Two areas in need of additional sewer mains are Dora Street and an azea of Church Road between George Street and Mealy Street We requested Edwards Engineering, Inc., one ofthe engineering firms awarded a cont~uing contract, to provide us with a cost proposal for engineering of this project. The scope of services includes a site survey and investigation of the existing conditions, geotechnical work, design drawings and specifications and contract documents. The cost to provide the above. services, as proposed, is not to exceed $16,680.50. As such, the City will only be billed for actual hours and expenses up to that amount. This fee represents approximately 10% of the estimated construction cost, which would be on the low to average range for a small project of this nature. BUDGET: A total of $19,737.44 was budgeted for this project as one project activity in the Special Revenue Community Development Block Grant Fund total of 157,050.00. (Acct. No. 110- 1005-515.83-00) RECOMMENDATION: Authorize Edwards Engineering, Inc. to perform the engineering services for the CDBG Project -Sewer Extension on Dora Street and Church Road, for an amount not to exceed $16,680.50. Thank you for the opportunity for Edwazds Engineering (EE) to provide professional engineering services for this project. BACKGROUND The City of Atlantic Beach proposes to construct six-inch sewer mains along Church and Dora Streets. The limits of the project aze: Church Road from George Street to Mealy Street connecting in the pazk and Dora Drive from a small creek east to the end of the road, between two houses and connect on Francis Street. The line along Church Road will connect to a manhole in the park to serve Church Road. The line along Dora Drive will traverse between two homes at the East end of Dora Dive and connect to an existing line in the Francis Street right-of--way. There is an existing water line that runs between the aforementioned houses. The sewer line will follow this same route. The City intends to purchase an easement over this route to cover both the water and sewer lines. As requested, this proposal includes prepazation of design documents and permitting. SCOPE Based on the above information, we offthe following scope of services. Task I -Preliminary Engineering Prior to initiating design, several items need addressed. Specifically, those variables associated with the property that needed to be investigated in order to minimize unknowns later in the project. EE will coordinate with the surveyor to obtain the required information for the design. EE personnel will convert the survey information into a usable format suitable for use in producing design drawings for the project. The surveyor will prepare a map and legal description for purchase of an easement over the existing water line and proposed sewer line between the homes on Francis Street. 2. EE will contract with a geotechnical engineering consultant to obtain soil borings for the project to determine the underlying soil conditions and any bedding prepazation that may be required. EE will coordinate with the geotechnical engineer to obtain the required information for the design. 3. EE will meet with representatives of the City and visit the site and determine a route required to complete the lines. 4. EE will make recommendations to the City's project manager with respect to specifics of the design including routes, locations, etc. Task II -Final Engineering & Permitting After the initial items are complete and the City and EE have an agreement for the specific design route and location, EE will begin fmal engineering that will consist of the following: 1. EE will design the sewer main for the proposed route chosen by the City of Atlantic Beach. We anticipate the plans can be accomplished on seven sheets (details, erosion protection, etc.). The design drawings will include: a) Horizontal and vertical location of the main; b) Existing features which must be avoided; c) Manhole locations; d) Material requirements; and e) Maintenance of Traffic. 2. EE will prepare quantity take-offs and engineer's opinion of probable costs. 3. EE will submit the plans and contract documents to the City for review and correct the plans as requested. We understand that the submittals will be at the following stagest 30%, 60%, 90% and 100%. Task IV -Route Survey See attached proposal from Ghiotto and Associates for land surveying services. FEES We have attached a detailed breakdown of anticipated hours for your reference. SCHEDULE We anticipate the survey and design time to be two to three months (for 90% submittal). This includes anticipating rapid turn-azound of the 30% and 60% reviews by the City. We understand that this project is being funded by CBDG funds and will meet the schedule for these foods. It is assumed the borings wilt not be performed through exis ing pavement. Laboratory Testing -Laboratory classification and index pro ~erty tests will be performed as necessary on selected snit samples obtained from the exl loration. The testing will be performed tc better define the materials encountered in the c-:xptoration and tU determine their strength/compressibility characteristics. ~naineering 5erviees - A geotechnical engineer, registere~,i in the State of Florida, will direct the geotechnical exploration and provide an engineerir 3 analysis and evacuation of fhe site and subsurface conditions with respect to the piannEd construction and imposed loading conditions. COMRENSATION FORSERVPCES Based an the scope of the geotechnical exploration, the proposed laboratory testing, and the engineering services outlined above, we propose to r:omplete the geotechnical exploration and engineeringservicesforalumpsumfeeof51,204.00. Wewillcontactyou immediafely if we encounter subsurface conditions which could require (1) the borings to be performed to deeper depths, {2) additional borings or of rer field testing, and/or (3) additional engineering analysis/evaluation and studies outside' the scope of this proposal.
