Best, Michael ----------------------------------------- 18th Subcommittee Proposal to ameliorate the hazardous conditions at 18th street due to the current parking situation. *Note: the proposal below, and any of its variations do not, in the opinion of the 18th street subcommittee, put at risk funding for beach renourishment. Proposal: as has been presented in the past, the parking on 18th street should be made parallel on both sides of the street with a painted walkway in the north side of the street. 18th street should be kept a two way street. Furthermore, no new paving or cement work needs to be done to implement this proposal. It can be done entirely by restriping. A) Response to concerns regarding the reduction of beach parking in Atlantic Beach by 20 spaces if the above is implemented: Preferred solution: City staff should be mandated to find 20 "new" spaces throughout the city by, for example, recapturing right-of-way, converting spaces that are currently marked as "no parking" to "public parking" and converting spaces currently marked "official vehicle use only" to "public parking". It should be noted that there are about 9 spaces throughout AB that are marked as "official vehicle use only" that have historically been used by the lifeguards. However, the subcommittee feels these spaces are no longer critical to the lifeguards as they are now picked up by a truck that goes up and down the beach. It should also be mentioned that this preferred solution would require properly accounting for the beach parking currently available at Waters park and on Dewees, as well as POSSIBLY adding a bike rack at 18th, to preserve the current beach renourishment parking count at 18th street. Fallback Solution: Add approximately 12 parallel spaces (6 per side) on Saturiba as well as 4 on Seminole near 18th street and 4 on the south side of Beach Ave just north of 19th street, all in the public right of way currently marked "no parking". B) Response to concerns regarding parallel parking on north 18th forcing beach goers to make u-turn on 18th. Preferred Solution: 1) Paint a double yellow line down 18th street and educate public, via dialogue with police and ticketing if needed, on circulating using Ocean Grove, 17th St and Beach Ave to access parking on north side of 18th. 2) Add 3 "beach parking" signs (one on 17th and Seminole, one on 17th and Beach ave and one on 18th and Beach ave) directing public to north side of 18th. 3) If needed, add "sleeping police" bumps (perhaps in shape of sea turtles), or other type of traffic control barrier, down center of 18th street to stop illegal u-turns. Fallback Solution: make 18th Street a one-way heading west. It should be noted that by no means should 18th be made a one-way headed east as that will force the traffic from BOTH 17th and 18th, via a narrow Beach Avenue, to 19th Street, which already has heavy traffic due to the large amount of public parking available on it. ------------------------------------------
