01-17-19 MinutesROLL CALL: Present: Absent: Also Present: MINUTES Parking & Pedestrian Safety Advisory Resource Committee Meeting Thursday, January 17, 2019 - 6:00 PM Commission Chamber Paula O'Bannon, Member Woody Winfree, Member Dale Wappes, Member Jennifer Lagner, Co -Chair, PPSARC Greg Kupperman, Member Michael Tari, Co -Chair, PPSARC Kevin Hogencamp, Deputy City Manager Cindy Anderson, Commissioner Seat 2 Lori Diaz, Records Clerk Sergeant Pegram 6:00 PM CALL TO ORDER Mr. Dale Wappes, member, called the meeting to order at 6:07 pm. 6:00 PM ROLL CALL Mr. Wappes announced that because there is not yet a quorum, Item 1. APPROVAL OF MINUTES cannot be voted on at this time. There was Consensus from members present Item 1 A. Approve Minutes of the December 20, 2018 Parking and Pedestrian Safety Advisory Resource Committee Meeting will be moved to later in the meeting. There was Consensus from the members present Item 2A COURTESY OF THE FLOOR will also be moved to later in the meeting. Mr. Wappes began with Item 3C. Discussion on Parking and Pedestrian Safety Advisory Resource Committee's Request for Extension. 3. REPORTS AND/OR REQUESTS C. Discussion on Parking and Pedestrian Safety Advisory Resource Committee's Request for Extension Discussion ensued regarding how to proceed with the Committee's Request for Extension. Ms. O'Bannon suggested someone from the committee meet with Scott Williams about the future Parking & Pedestrian Safety Advisory Resource Committee January 17, 2019 priorities as a next step. Mr. Wappes suggested meeting in two (2) weeks to review the Committee's future priorities after City staff has given their input. Co -Chair Jennifer Lagner arrived at 6:19 pm. Mr. Wappes asked if this discussion could be tabled to later in the meeting. Consensus from committee to table discussion to later in the meeting. Co -Chair Lagner resumed the meeting with Item 2. COURTESY OF THE FLOOR. 2. 6:05 PM COURTESY OF THE FLOOR Perry Edsal- Began with stating he would plead that the committee not consider adding parking on Saturiba. He stated the community as a whole is very upset. He stated there is talk of litigation if this were to happen. Julie Lagoy-Spoke regarding her concerns with changing parking on 18th Street. Ms. Lagoy gave a suggestion to limiting parking hours as opposed to paid parking. Co -Chair Lagner introduced City staff that were present, Commissioner Cindy Anderson, Sergeant Pegram, and Kevin Hogencamp, Deputy City Manager (DCM). Co -Chair Lagner moved to Item 1. APPROVAL OF MINUTES. 1. 6:05 PM APPROVAL OF MINUTES A. Approve Minutes of the December 20, 2018 Parking and Pedestrian Safety Advisory Resource Committee Meeting. MOTION: To approve minutes of the December 20, 2018 PPSARC meeting. Parking & Pedestrian Safety Advisory Resource Committee January 17, 2019 There was Consensus to continue the discussion on Item 3C. Discussion on Parking and Pedestrian Safety Advisory Resource Committee's Request for Extension. Continued from first page. 3 6:30 PM REPORTS AND/OR REQUESTS C. Discussion on Parking and Pedestrian Safety Advisory Resource Committee's Request for Extension Discussion ensued regarding the committee's reasons to extend and what information to put in the Resolution to extend the PPSARC. Co -Chair Lagner asked if the members would like to take a vote on whether to extend. MOTION: To extend the PPSARC for another year Motion: Paula O'Bannon Second: Woody Winfree Discussion continued regarding items to include in the Resolution. Ms. O'Bannon withdrew her motion. Commissioner Cindy Anderson spoke regarding her thoughts on continuation of the PPSARC committee. Additional discussion ensued regarding committee membership, quorums, and details to put into the Resolution and deadline dates for upcoming agendas. MOTION: To Request the Commission extend the PPSARC Motion: Dale Wappes Second: Woody Winfree Dale Wappes (Moved By) For Jennifer Lagner For Paula O'Bannon For Woody Winfree (Seconded By) For Motion passed unanimously 4 to 0. Parking & Pedestrian Safety Advisory Resource Committee January 17, 2019 Co- Chair Lagner stated she will prepare a DRAFT Resolution for the full committee to review. A. 18th Street Subcommittee Update Discussion ensued regarding the need to explain the confusion about the 18`h Street recommendations. Perry Edsall had questions about the proposed Saturiba parking. Discussion ensued explaining how adding parking on Saturiba was one of many options presented by City staff and not by the 18th Street Subcommittee. Mr. Edsall expressed concerns regarding adding parking on Saturiba. Discussion ensued regarding the safety concerns for pedestrians on 18th Street and how to proceed with a new recommendation. DCM Hogencamp answered questions presented to him by email from PPSARC Co - Chair Mr. Tari. Discussion ensued regarding the Olsen contract, beach re -nourishment and the 18th St. Subcommittee's upcoming recommendations. Perry Edsall inquired if the 18th St. Subcommittee's future recommendations will include adding parking on Saturiba. The committee responded to all questions. Mr. Edsall suggested trying paid parking first. Commissioner Cindy Anderson mentioned an email she received from a citizen that suggested giving the residents an option of putting up a privacy fence as a barrier. Jeffrey Dimassio asked for clarification of the process to complete the 18th Street recommendations should the PPSARC committee sunset. The committee responded to all questions. B. Review of Future Projects and Focus Areas Co -Chair Lagner requested to defer item 3.B to the next meeting. Mr. Wappes informed Ms. Lagner that a brief discussion ensued earlier in the meeting on this item.
