Approve Minutes of the November 15, 2018 10th Street Subcommittee Meeting Co -Chair Tari asked if there were any changes or corrections to the November 15, 2018 10th Street Subcommittee minutes. There were none and the minutes were approved as submitted. 2. 6:05 PM COURTESY OF THE FLOOR Julie Lagoy spoke about her concerns on the 18th Street parking. Lou Keith spoke about his concerns on the proposed 18th Street parking. He stated he is opposed to sidewalks and suggested using pervious surfaces for the parking. Carole Schwartz spoke about ongoing issues with 18th Street parking. She stated she objects to any parking on Saturiba. She spoke about parking and beach re -nourishment in Neptune and Jacksonville Beaches. Susanne Barker spoke about the proposed 18th Street parking and problems with eliminating parking spaces, her opposition to sidewalks, and spoke in favor of paid parking. Parking & Pedestrian Safety Advisory Resource Committee January 3,2019 Page 7 of 19 Agenda Item #1.C. 07 Feb 2019 Jon Lyon spoke about people running the stop sign at 18th Street, his opposition to adding parking on Saturiba, and spoke in favor of paid parking. 3. 6:30 PM REPORTS AND/OR REQUESTS A. 18th Street Subcommittee Recommendation Co -Chair Tari summarized the subcommittee's recommendation for 18th Street was to have parallel parking (change from head -in) on 18th Street, with a reduction of 20 parking spaces. There was no recommendation for sidewalks, so no effect on the pervious surface areas. The Commission responded they did not want any reduction to parking spaces. Suggestions were made by City officials and staff to re -work, suggesting to make 18th Street a one-way street and also add parking on Saturiba. The subcommittee has been directed by the Commission to re -work and come back with another solution and not eliminate parking spaces. Co -Chair Tari stated the City has had parking problems for some time, which has also been the cause of some safety issues. The subcommittee made a recommendation that addressed both parking and safety but the City has rejected it. A lengthy discussion ensued about how to proceed. Dale Wappes spoke about pedestrian and resident safety, the disproportionate amount of traffic in this residential community, and that parallel parking and the elimination of some parking spaces was a solution to improve safety. He stated there are parking problems throughout the City and these problems cannot be solved by not making changes. Woody Winfree spoke about pedestrian and resident safety, traffic/driving problems, paid parking being a part of the solution, and readdressing the 18th Street parking issues and working with what we have. Greg Kupperman stated that before re -working another proposal, he would like to see plans (to scale) showing 18th Street as a one-way street with the existing parking spaces, and the configuration for adding parking on Saturiba. He wants to see how safety is addressed, how pedestrian access is addressed, how landscaping is addressed, and how paid parking is incorporated. Another lengthy discussion ensued about existing parking, increased population and traffic, improving safety, the challenges of not reduce parking spaces, changing to parallel parking, paid parking, and pervious sidewalks. Courtesy of the Floor Angela Waters inquired about making Ocean Grove Drive one way. The committee members responded that it is just a rumor. Parking & Pedestrian Safety Advisory Resource Committee January 3, 2019 Page 8 of 19 7 Agenda Item #1.C. 07 Feb 2019 A suggestion was made to regroup and have another workshop, including the Police Department, City officials and staff, and obtaining residents input to move forward. The committee needs clear parameters established, the latest data on beach re - nourishment, and representation and input from the Planning Department. The original version of the recommendation can be tweeked to fit and a second version can be created showing the Commission's suggestions to make 18th Street a one-way street, no parallel parking and no reduction of spaces, and adding parking on Saturiba. This has to be done by February 28th when this Committee sunsets. B. Review of Future Projects A lengthy discussion continued about continuing to address the following: safety issues parking reconfiguration paid parking community involvement conflicting signage/marking for pedestrians and parking auditing Marshside and Mayport Road issues aesthetics visitor information brochures a traffic circle at the 5 -way stop addressing defacto/illegal parking issues It was suggested to present a request to the Commission to extend this Committee's sunset date for six months or one year. This will allow enough time for the committee to complete another 18th Street recommendation, and address the above listed items. Committee changes were suggested to have only one meeting monthly, on the first Thursday of each month, reduce to seven (7) members, and designate staff attendance for these meetings. Time was allowed for the public to ask questions and the Committee responded to all inquiries. 8:00 PM ADJOURNMENT There was no further discussion and Co -Chair Tari adjourned the meeting at 8:08 pm. Ms. O'Bannon suggested someone from the committee meet with Scott Williams about the future Parking & Pedestrian Safety Advisory Resource Committee January 17, 2019 Page 11 of 19 Agenda Item #1.D. 07 Feb 2019 priorities as a next step. Mr. Wappes suggested meeting in two (2) weeks to review the Committee's future priorities after City staff has given their input. Co -Chair Jennifer Lagner arrived at 6:19 pm. He stated the community as a whole is very upset. He stated there is talk of litigation if this were to happen. Julie Lagoy-Spoke regarding her concerns with changing parking on 18th Street. Ms. Lagoy gave a suggestion to limiting parking hours as opposed to paid parking. Co -Chair Lagner introduced City staff that were present, Commissioner Cindy Anderson, Sergeant Pegram, and Kevin Hogencamp, Deputy City Manager (DCM). Co -Chair Lagner moved to Item 1. Co -Chair Lagner asked if the members would like to take a vote on whether to extend. Commissioner Cindy Anderson spoke regarding her thoughts on continuation of the PPSARC committee. Additional discussion ensued regarding committee membership, quorums, and details to put into the Resolution and deadline dates for upcoming agendas. A. 18th Street Subcommittee Update Discussion ensued regarding the need to explain the confusion about the 18th Street recommendations. Perry Edsall had questions about the proposed Saturiba parking. Discussion ensued explaining how adding parking on Saturiba was one of many options presented by City staff and not by the 18th Street Subcommittee. Mr. Edsall expressed concerns regarding adding parking on Saturiba. Discussion ensued regarding the safety concerns for pedestrians on 18th Street and how to proceed with a new recommendation. DCM Hogencamp answered questions presented to him by email from PPSARC Co - Chair Mr. Tari. Discussion ensued regarding the Olsen contract, beach re -nourishment and the 18th St. Subcommittee's upcoming recommendations. Perry Edsall inquired if the 18th St. Subcommittee's future recommendations will include adding parking on Saturiba. The committee responded to all questions. Mr. Edsall suggested trying paid parking first. Commissioner Cindy Anderson mentioned an email she received from a citizen that suggested giving the residents an option of putting up a privacy fence as a barrier. Jeffrey Dimassio asked for clarification of the process to complete the 18th Street recommendations should the PPSARC committee sunset. The committee responded to all questions. B. Review of Future Projects and Focus Areas Co -Chair Lagner requested to defer item 3.B to the next meeting. Mr. Wappes informed Ms. Lagner that a brief discussion ensued earlier in the meeting on this item.
