Page 1 of 5 Page 2 of 5 Parking & Pedestrian Safety Advisory Resource Committee December 20, 2018 MINUTES Parking & Pedestrian Safety Advisory Resource Committee Meeting Thursday, December 20, 2018 - 6:00 PM Commission Chamber ROLL CALL: Present: Greg Kupperman, Member Jennifer Lagner, Co-Chair, PPSARC Paula O'Bannon, Member Woody Winfree, Member Absent: Michael Tari, Co-Chair, PPSARC Dale Wappes, Member Also Present: Ellen Glasser, Mayor Lori Diaz, Records Clerk Blythe Waters, Commissioner Ms. O'Bannon communicated that the meeting will begin a few minutes late. Ms. O'Bannon introduced the members and informed the attendees that they would be able to speak during the Courtesy of the Floor. Mayor Glasser arrived at 6:03 p.m. 6:00 PM CALL TO ORDER Co-Chair Lagner called the meeting to order at 6:05 p.m. 1. 6:05 PM APPROVAL OF MINUTES A. Approve Minutes of the November 15, 2018 Parking and Pedestrian Safety Advisory Resource Committee Meeting. Motion: Greg Kupperman Second: Paula O'Bannon Greg Kupperman (Moved By) For Jennifer Lagner For Paula O'Bannon (Seconded By) For Woody Winfree For Agenda Item #1.A. 17 Jan 2019 Page 3 of 5 Parking & Pedestrian Safety Advisory Resource Committee December 20, 2018 Motion passed 4 to 0. 2. 6:15 PM COURTESY OF THE FLOOR Jennifer McEwen stated that she has not seen enough information on how this will be done and has concerns of safety, noise, hours and signage. Shawn Griffith expressed his concern that the proposal will decrease the value of his home and will increase safety concerns. He suggested a traffic count and a safety study. Todd Niemczyk cited safety concerns with the proposed changes to 18th Street. Lou Keith stated his biggest concern is water run-off. Marla Buchanan spoke about safety concerns. Mayor Ellen Glasser gave a brief review of how Staff can provide options for parking as part of the process. She answered questions and stated there will be a Town Hall meeting on Saturday, January 12th at 10:00 a.m. for additional public input. Julie Lagoy talked about sidewalks and the safety of pedestrians. Blythe Water spoke on the history and changes of the community and the need of beach access for everyone. She stated this is a process of listening and exploring solutions. 3. 6:30 PM REPORTS AND/OR REQUESTS A. 10th Street Recommendation Update Co Chair Lagner reported that the 10th Street Subcommittee of the PPSARC has been working in conjunction with City staff in making recommendations for 10th Street. She stated the City staff has determined they will proceed with proposed recommendations to the parking on 10th Street. B. 18th Street Recommendation Update Co-Chair Lagner presented the December 11, 2018, email from the City Manager to the PPSARC. She stated there is still an active 18th Street Subcommittee working on solutions to present to City staff. She pointed out that none of the 18th Street Subcommittee members were present. Ms. O' Bannon stated that feedback will be considered when further 18th Street Recommendations are brought back to the full committee for discussion. She also gave a brief history of how the City grew in regards to parking and beach access around 18th Street. Ms. Winfree spoke regarding the committee's commitment to maintain the culture and beauty of the community. She stated the feedback received is appreciated and heard. Co-Chair Lagner stated the PPSARC has access to the City staff and uses all resources available in making recommendations. C. Review of Accomplishments since Committee Inception Co-Chair Lagner gave a brief overview of the tasks that have been accomplished since committee inception.
