CE 900 Plaza #114 Sea Oats 01.08.2001 January 8, 2001 Sea Oats Limited Partnership 291 E Bay St, 2nd FL Charleston, SC 29401 Subject: Atlantic Beach City Code,Chapter 6,Article II, Section 6-16 Adoption Dear Sirs, Tax records identify you as the owner of the following property in the City of Atlantic Beach, Florida: Re: 900 Plaza Dr(Sea Oats Apartments) A/k/a: 34-92 38-2S-29E USD3 Royal Palms Acres, PT Tract 1 Recd O/R 89212-266 RE# 171725-0500-6 This is to inform you that on December 13, 2000, apartment# 114 of Sea Oats Apartments was inspected under the City of Atlantic Beach's Buildings and Building Regulations; City Code, Chapter 6, Article II, Sec. 6-16 as adopted from the Southern Building Code Congress, Standard Housing Code, 1994 edition. The aforementioned inspection was conducted in response to the tenant's complaint. This inspection included,but was not limited to; water fixtures, drain lines, exterior and interior walls, ceilings, floors,doors, windows,electrical outlets, ceiling fixtures,cabinets,air conditioning and heating. The roof was not inspected;however,there was some evidence of previous water intrusion in the ceiling above the dining area. The following items were not in compliance with city code and do not meet the minimum standards for basic equipment and facilities: 1. Broken electrical outlet in small bedroom. 2. Kitchen cabinets in extremely poor condition. 3. Bathroom cabinets in poor but repairable condition. 4. Missing electrical outlet and cable covers in living room. 5. Dishwasher not properly installed under kitchen cabinets 6. Two windows were found to be inoperable. 7. Window screens missing throughout(unnecessary if air conditioning is functional). 8. Roach Infestation. This was the second compliance inspection of a rental unit at the Sea Oats Apartments within the last 3 months; it is also the second unit to fail in as many inspections. While it is clear that these units are not new, it is evident that your company is failing in its responsibility to properly maintain its' rental properties. Because this is the second such failed inspection, I have enclosed a copy of the minimum housing standards as adopted by the City of Atlantic Beach. These are the standards by which all rental properties are inspected by our office;there are no exceptions for age, cost or ignorance. Furthermore, a copy of this letter is being forwarded to the City's Public Safety Director and to the tenants' local Naval Housing Office for evaluation. Under my authority as City Code Enforcer, I give you 24 hours from receipt of this letter to correct the electrical discrepancies, and thirty(30) days to make proper and permanent repairs to the other listed items. Should this rental unit become vacant; any repairs you make can be completed at your leisure, however at no time will you lease or permit anyone to reside in this unit until all discrepancies are corrected and inspected by this office. You are hereby notified that unless these violations are properly addressed within thirty(30) days from receipt of this notification,the City of Atlantic Beach will take action against you, as the owner. Violations of the city code can incur fines of up to $500.00 per day,per violation from the Code Enforcement Board. Furthermore, you are reminded as a property owner and landlord of your responsibilities to both the tenants and the community to maintain your property in good order.
