In response to a request by the Commission to address the fact
that the PPSARC is sun-setting, the PPSARC voted to make a
RECOMMENDATION, not a resolution, to continue the PPSARC for one year.
The PPSARC instructed city staff to help draft the
recommendation which has already happened,
The PPSARC understands that resolutions (not recommendations)
are the sole domain of the Commission.
The PPSARC has asked the city clerk to send both our 18th street
recommendation AND our recommendation to continue the PPSARC to the
Commission for inclusion at the February 25 Commission meeting.
Of course the meeting agenda is control by the Commission who
can chose to hear the PPSARC on both, either or none of the issues.

As the newly appointed liaison to PPSARC, I attended the
past two committee meetings, and observed the committee’s desire to
continue past the scheduled sunset provisions at the end of this month.
Last night, I was alerted by the clerk the committee had requested a
resolution be prepared by staff to be presented for the next Commission
meeting which, inter alia, would extend the committee for another year.
After reviewing the detailed nature of the requested
resolution, it concerned me that the staff might be working on a
detailed project which could have little chance of success. So last
night I mentioned the committee’s desire to continue its service to the
Commission, to get some gauge of the reaction you might face. My
interpretation of their comments is that any request for extension of
the committee is premature until it has made a report as requested by
the Commission regarding the last project it brought to the Commission,
the 18th street area. You are on the agenda for the next Commission
meeting to provide that report.
