BACKGROUND: The City has implemented a meter progam, including annual testing and repair of
the thirty lazge (3-inch and above) water meters. This program has been successful in reducing water loss,
and has led to increased revenues by ensuring water usage is properly recorded and billed.
Staff has not bid testing of the large rneters, as the cost has been under $10,000 and there aze few qualified
vendors to perform this work. However, with the additional cost of replacement parts in meters being
repaired, the total for the lazge meter program may exceed the $10,000 threshold.
Quotes were obtained from three vendors for testing, repair and re-testing of the meters. Based on past
experience, staff estimates only half of the meters will need repair and retesting. The amount and type of
parts needed is unknown until the meter is tested, but staff estimates the amount should not exceed that from
last year of approximately $5,000.

*Metro Meter Service adds a 20% markup to the cost of repair parts. The other vendors pass on the
actual cost of the parts.
Reed & Shows Meter Repair & Supply Company has been performing our meter testing and repair since the
City began the meter program, and staff has been very pleased with the quality of their work.
BUDGET: A total of $14,000 was budgeted for the large meter testing and repair progam in the Water
Distribution account nos. 400-5004-533-3400 and 400-5004-533-5200.
RECOMMENDATION: Authorize staff to issue purchase orders to Reed & Shows Meter Supply &
Repair Company for meter testing, repair and parts in an amount not to exceed $12,600.
