BACKGROUND: .The City's Water Master Plan noted that a replacement schedule should be
implemented for old 2-inch water mains. The replacement of a severely deteriorated 2-inch water
main on Park Terrace East from Seminole to Country Club Lane was budgeted for this fiscal year.
The project was designed and permitted by City staff, saving the City approximately $10,000 in
consulting fees.
Anon-mandatory Pre-Bid Meeting was held on April 16, 2002, and six bids were received on
May 1, 2002. The bids were as follows:

A bid analysis was performed, and bid documents were reviewed. The low bidder meeting all
requirements was Gruhn May, Inc., in the amount of $24,876.50.
BUDGET: A total of $25,000 was budgeted for construction of this project in the Water
Distribution Account No. 400-5504-533-6300.
RECOMMENDATION: Award the contract for Park Terrace East Water Line Replacement,
Bid No. 0102-14, to Gruhn May, Inc. in the amount of $24,876.50.
