CALL TO ORDER
Commissioner Kelly called the meeting to order at 5:33 p.m.
ROLL CALL
INTERVIEW THE FOLLOWING CANDIDATE(S) FOR THE CULTURAL ARTS AND
RECREATION ADVISORY COMMITTEE
A. Laurie Piscitelli
The Committee interviewed Ms. Piscitelli. An overview of the duties and responsibilities of the
Cultural Arts and Recreation Advisory Committee was given by Mr. Healy. Ms. Piscitelli
explained her personal accomplishments, experience, goals, and interests in the community. The
Committee responded to questions.
DISCUSS CANDIDATES AND MAKE RECOMMENDATIONS
The Committee discussed applicant, Laurie Piscitelli, for the Cultural Arts and Recreation
Advisory Committee and made the following recommendation:
MOTION: Recommend appointing Laurie Piscitelli to the Cultural Arts and Recreation
Advisory Committee as an alternate member beginning immediately and ending December 31,
2021.

APPROVAL OF MINUTES
A. Approve Minutes of the Board Member Review Committee meeting of December 6, 2018.
MOTION: Approve the minutes of the Board Member Review Committee meeting of
December 6, 2018 as written.

OTHER BUSINESS
A. Plan for board/committee member training
The Committee discussed the date, duration, format, and materials for the training and the
following items were suggested:
• 1 1/2 hour training on Feb 26 at 6:00 p.m. in the Commission Chamber
• Videotape training for future viewing
• Make training mandatory to all board and committee members
• Have City Attorney provide the training with help from City staff
• Cover topics including Ethics, Public Records, Financial Disclosures, Conflict of
Interest, Gifts, Resignation Procedures, Attendance, Membership Duties, and Robert's
Rules of Order.
• Provide a handout of the presentation, required forms, organizational chart, and list of
contact numbers.
B. Discuss board/committee member qualifications based on input from chairs
This item was addressed with Item C.
C. Discuss changes to the application to make qualifications and expectations clear
The Committee discussed application forms used by other cities and soliciting input from board
and committee chairs about what should be put on the application form and whether separate
forms are needed for each board/committee. The Committee plans to discuss suggestions and
make recommendations regarding application forms at a future meeting.
The Committee scheduled the next meeting for February 20 at 5:30 p.m.
