AGENDA ITEM: Milling and Paving for Road Program

BACKGROUND:
In the second yeaz of the Pavement Management System, the Cartegraph softwaze identified
specific roads for milling and paving, and these roads were included in the Base Bid. 'Alternate
Bids 1 and 2 identified the remaining dirt roads for which we obtained a dust control permit from
the St. Johns River Water Management District in 2001. Alternate Bid 3 identified the
remaining portions of seven roadways which will not be redone as part of the Core City Project.
Bids were opened on May 8, 2002 and the low'bidder was Underground Utility Contractors.
Total Base Bid $148,529.43 (2" milling and paving)
Total Altemate #1 $ 36,309.33 (1-1/2" overlay)
Total Altemate #2 $ 8,320.88 (1-1/2"overlay)
Total Altemate #3 $ 23,259.17 (1" overlay)
We had hoped that bid prices would be below the original budget and that we could recommend
doing either Alternate #1 or #2 for the dirt roads, or Altemate #3 for the ends of the roadways
neaz the beach (which will not be completed as part of the Core City Project). The Total Base
Bid exceeded the budgeted amount by approximately $9,000.
RECOMMENDATION:. Award Base Bid for a total cost of $148,529.43.

BUDGET: $133,100.00 remains in the Local Option Gas Tax Fund,.
account number 130-5002-541-34.00 for the road program. The
additional $15,429.43 needed will come from 300-0000-541-63.00,
