Exh 8BCITY OF ATLANTIC BEACH CITY COMMISSION MEETING STAFF REPORT AGENDA ITEM: Part-Time Personnel Pool for Public Utilities SUBMITTED BY: .Donna Kaluzniak, CEP, Utility Duector AGENDA ITEM #8B MAY 28, 2002 DATE: May 20, 2002 BACKGROUND: The Public Utilities Department has had continued staffmg problems at the treatment plants, and still has a vacant position for Water/Wastewater Operator. Even when fully staffed, total personnel only meet minimal requirements for plant coverage, and to perform operations, process control testing, solids handling and basic plant maintenance duties. One part time operator position is allocated in the budget, currently filled by Lyndon Godwin, who works the Wednesday evening shift. Staff would like to develop an "on-call" list ofpart-time licensed treatment plant operators to use in lieu of overtime needed to cover shifts when we have vacancies, personal leave, or operators out of town for training. These employees would only be used in place offull-time sta,Jf that would typically work overtime(OT) to cover a shy. As an example, as the City is relinquishing certification of the on-site lab, upon terminating the part time laboratory technician (who is also a licensed operator), OT will be needed to cover the Tuesday evening shift until the operator vacancy is filled. The average OT rate for existing operators is $27.15/hour, for an 8-hour total of $217.17. In contrast, using a part time operator to cover this shift would cost $13.54/hour (using Alan Tablada's current rate) or $108.32, less than half the amount we would pay in overtime. As another example, if a licensed operator takes a week of personal leave, approximately 30 hours overtime would be needed to cover the evening shift, at a cost of $814.20 versus a cost of about $420 for a part timer. A few applicants did not want to leave their present employment to work for the City full time, but expressed an interest in working an occasional part time shift for our starting wages, .BUDGET: A total of $77,200 was budgeted for Overtime in the Water & Sewer Treatment account nos. 400-5502-533-1400 and 410-5508-535-1400, and due to personnel shortages we are currently over 75% of budget. Using part-time personnel in-place of overtime should help reduce expenditures in the overtime accounts. RECOMMENDATION: Authorize staff to add alist ofpart-time licensed water/wastewater operators to the payroll to be used in place of full-time personnel that would typically work overtime to cover a shift at the treatment plants.
