BACKGROUND: Community Development Block Grant funds were available for sidewalk
installation in the Marsh Oaks area and rehabilitation of a sanitary sewer main on Jackson Road
for the base bid. In addition, an additive alternate bid for sidewalk installation on Sandpiper Lane,
Francis Avenue and Simmons Road was included. Drawings and specifications were developed
by City staff. Bids were advertised, invitations wece sent to ten bidders, and two bidders
submitted prequalification packages. Only one contractor, Gruhn May, Inc., submitted the
required documentation to prequalify.
A Mandatory Pre-Bid Meeting was held on May 24, 2002, and one bid was received on June 3,
2002. The contractor submitted two alternate bids, based on two different methods for the sewer
construction-pipe bursting and cured-in-place piping. Prices for the sidewalk work were the
same on both alternates.

Since the total bid is greater than the budgeted CDBG funding, staffanalyzed the feasibility of
constructing the sewer or sidewalk work only.
The sewer rehabilitation part of the bid totals $79,695.00, and with a ten percent contingency
would be 87 664.50. The prices for the sewer rehabilitation were high, due to the small amount
of piping, the number of services, and the CDBG paperwork requirements. Staffdoes not
recommend that we award the sewer rehabilitation part of the bid.
The sidewalk portion of the bid totals $175,176, which yields a unit price of $27.37 per linear foot
for 6400 linear feet of 5-foot sidewalk. This linear foot price is consistent with prices JEA is
receiving for similar sidewalk work. The contractor is willing to do any portion of the scope of

work at this unit price. It is staffs recommendation to complete Orchid/Rose Streets (2560 LP)
and West Plaza (740 LP) for a total of 3300 LF at $27.37 per LF, which totals $90,321. We
would recommend a nominal $5,000 contingency for a total of $95,321.
BUDGET: A total of $96,000 was budgeted for construction of this project in the Community
Development Block Grant Account No. 110-1005-515.63-00.
RECOMMENDATION: Award the contract for a total of 3300 linear feet of sidewalk to be
constructed on Orchid/Rose Streets and West Plaza at a unit price of $27.37, plus a $5,000
contingency in the amount of $95,321.
