Re: Zoning/Land Use Verification
GOODEN RESIDENCE
227 Beach Avenue
Atlantic Beach, Florida
To Whom It May Concern:
This letter serves to confirm that the above-listed property is zoned Residential, Single-Family
(RS-2) and is located within a Residential, Low Density (RL) future land use designation as
established by the adopted Comprehensive Plan for the City of Atlantic Beach. Existing
structures are recognized as lawfully constructed, according to the Atlantic Beach Land
Development Regulations.
City staff previously met with project architect Jeff Lane and reviewed proposed renovations of
the existing three-story garage/guest house and the existing three-story primary residence, as
well as reconfiguration of the vehicular use area adjacent to and between the two structures,
reconfiguration of landscaping, and addition of a new dipping pool and pergola east of the
primary structure. These renovations, as summarized on the proposed site plan from Lane
Architecture, PA, dated 12 December 2012, were found to be consistent with the City's
Comprehensive Plan, Zoning and Land Development Regulations and to not contravene local
setbacks and development standards.
Staff was then notified of a reduced scope of work, omitting all proposed renovations to the
existing three-story primary residence and addition of the dipping pool and pergola structure east
of the primary structure, as detailed on revised plans (DWG.1 and DWG.2) and submitted by
Lane Architecture, PA, dated 13 March 2013 and revised 8 April 2013. Staff submitted a letter
in support of the reduced scope of work, consisting only of renovations to the existing three story
garage/guest house, finding that the proposed work was still consistent with the City's
Comprehensive Plan, Zoning and Land Development Regulations, and that it did not contravene
local setbacks and/or development standards. A General Permit Notice to Proceed (DU-446 GP)
was issued for the previous scope on 10 April 2013.
In the mean time, staff has met with project architect Julia Epstein and reviewed plans for the
current submittal, being the proposed construction of a new two-story primary residence and

patio/deck with a water feature and pergola structure to be located east of the primary structure.
These plans as summarized on the proposed site plan and elevations from Lane Architecture, PA,
dated 27 June 2013, are consistent with the City's Comprehensive Plan, Zoning and Land
Development Regulations and do not contravene local setbacks or development standards. The
City of Atlantic Beach Building Department issued a demolition permit (DEMO-13-00002804)
for the main structure on 13 June 2013.
