Stinson City Commission, Seat No. 2 Atlantic Beach, Florida Forwarded message From: "wappes@bellsouth.net" <wappes@bellsouth.net> Date: Sun, Jan 28, 2018 at 3:24 PM -0700 Subject: 18th Street Proposal To: "Stinson, John" <jstinson@coab.us> Cc: "TariHousehold@gmail.com" <TariHousehold@gmail.com> Commissioner Stinson, Hope your trip is going well. Last meeting you suggested I come up with a proposal to address the parking situation on 18th. Recognizing 18th does not operate in a vacuum and adding/subtracting parking units from it could well have a domino affect, I took the liberty of making adjustments from 15th to 20th that I believe are consistent with the Olsen frontage figures. I think I have come up with a reasonable beginning for discussion. Attached are my suggested changes. Please let me know if they make sense to you or if another format would be better. If my very rough (and hopefully conservative) estimates are correct, the changes I propose have little negative impact on neighborhoods along the beach between 15th and Hanna Park. Hopefully they will result in significantly better access to our beaches for the wheelchair bound handicapped, provide better sight lines at several congested intersections, rectify dangerous pedestrian accesses, resolve some dangerous traffic congestion, while also enhancing the total frontage coverage for renourishmnent of Atlantic Beach beaches. I assume the agenda already includes this as a topic. I do not have drawings or pictures to illustrate the changes but can try to put them together if you believe they will be of benefit to the discussion. Sincerely, 1 Dale Wappes Sent from Windows Mail 2 Considerations: 1. Approximately 150 feet of overlap on Olson document north of 19th equates to minimum of 2 unit surplus without affecting any calculations to the south of the area attributed to 18th 2. There are no handicap parking spots on 20th or Dewee even though of the 5 public accesses between 15th and 20th, they are the only ones where wheelchair access is possible 3. There are 4.75 more parking spaces on 28th than are being counted toward renourishmnent. 4. Combined parking spaces for Waters Park and Dewee St are 24 according to Olsen. COAB reflects only Dewees parking (12). 5. Reconfiguring parking at Waters Park could result in a minimum net increase of 10-12 parking units with no real impact on park functions. 6. Renourishment non -coverage between 15th and 16th is approximately 50' beach frontage. 14th and 15th is 220' 13th and 14th is 180' 12th and 13th is 140' Net approximately -590' 7. Parking should be designed to minimally impact existing neighborhoods. 8.
