AGENDA ITEM: Local Law Enforcement Block Grant Application

BACKGROUND:
For a number of years, Atlantic Beach Police Department has been operating their
emergency communications off of an E. F. Johnson 800 Mhz system through an
agreement with the City of Jacksonville. In 2002-03, a countywide emergency
communications system will be implemented, which will resuh in the elimination of the
E. F. Johnson system The new system will be a Motorola System, and it will include
countywide emergency communications for police, fue, JEA, public works, and other
departments and divisions.
As a result of these changes, the Atlantic Beach Police Department will be required to
purchase fifty-one (51) radios and a new console system, with prices totaling n»re than
$200,000.
Ahhough there is limited funding available to assist in the purchases related to this
system, the costs will greatly exceed the available funding. The existing funds will only
pay for approximately 50% of the necessary expenses for the conversion.
Purposes for LLEBG funding inch~de:
Supporting law enforcement..
a. Hiring, training, and employing new, additional law enforcement officers
and necessary support personnel on a continuing basis.
b. Paying overtime to currently employed Iaw enforcement officers and
necessary support personnel to increase the number of hours worked by
such personnel
c. Procuring equipment, technology, and other material directly related to
basic law enforcement functions
Under section l.c., Atlantic Beach would like to utilize LLEBG funds to purchase
emergency communications equipment.
Jacksonville' allocation of the Local Law Enforcement Block Grant funding is
approximately $1,973,767.

With City Commission approval, the Police Department would like to apply for $90,000
in LLEBG funding, through the City of Jacksonville, for the purchase of radios for
countywide emergency communications.
BUDGET:
With approval from the City of Jacksonville, the City of Atlantic Beach will provide a
10% match for a total LLEBG allocation of $90,000. The matching funds will come
from account 611 which is an account set aside for emergency communications aad
automation. Its revenue source is from a surcharge added to traffic citations in Atlantic
Beach
RECOMMENDATIONS:
To approve an application for $90,000 in LLEBG funds through the City of Jacksonville,
for the purchase of emergency communications equipment in 2002-03.

WHO? What is your agency's mission and history?
Municipal law enforcement agency for more than 70 years.
To provide law enforcement, protection, crime prevention, and services, in Atlantic Beach, and in surrounding
jurisdictions (through mutual aid agreements)
WHAT? Provide a description of the program for which funding is requested: {Primary goal(s),

Goal: To acquire necessary equipmer, and to participate in a countywide emergency communications system
that will enhance communications throughout the region
Objectives: 1. To purchase equipment including portable, mobile, and console systems; 2. To have all
equipment programmed and installed to specifications; 3. To provide training necessary for the utilization of the
equipment; and 4. To have access to emergency communications with Jacksonville Sheriffs Office, Neptune
Beach Police Department, Jacksonville Fire and Rescue, JEA, and other area agencies

The county is currently adopting a new Motorola radio system, and in the process, they will shutting down the
existing E. F. Johnson system. The City of Atlantic Beach has been operating on the E. F. Johnson system for
years, and the transition to the new system will require Atlantic Beach to purchase 31 portable radios, 20 mobile
radios, a new console system, and other related expenses.
The new radio system wr71 provide for direct communication between emergency service providers inthe event
of emergencies, disasters, and operations of mutual interest to different agencies.

The new system is being implemented by JEA, and the Atlantic Beach Police Department will purchase the
equipment and services to become a part of the countywide system.

The console will be located at the Police Department in Atlantic Beach The portable radios will be issued to
police officers, and the mobile radios will be installed in police cars.
