AGENDA ITEM: Local Law Enforcement Block Grant Application

BACKGROUND:
Federal Local Law Enforcement Block Grants (LLEBG) aze available through a web
based application process, and Atlantic Beach's shaze of the funding for 2002-03 has
been determined to be $17,467. If Atlantic Beach applies for the funding, then Atlantic.
Beach will be required to match the. grant with a minimum 10% of the total project
funding. LLEBG funds can be spent on a variety of local projects and enhancements for
law enforcement purposes, but it cannot be used to supplant existing funds.
For 2002-03, the Police Department recommends the use of the funding for Information
Technology enhancements to the reporting system Specifically, a data conversion from
the "old" police reporting system needs to be completed to make more than 100,000
records available to officers and to the public. At the current time, he information is not
available on the police network, and compiling records from the past can be a very
lengthy; time-consuming process. The data conversion will make the records
immediately available to all officers.
The Police Department's records management company has evaluated the data, and the
data conversion will cost $25,600. The balance of the money for this project is expected
to come from contrabandfforfeiture funds in the police department.
The grant application must be completed and "signed" electronically on-line. For this
reason, staffneeds City Commission authorization for David E. Thompson as the
Program Point-of-Contact to electronically sign the application on behalf of the City and
the Mayor.. The process also requires a public heazing on LLEBG grant applications.

RECOMMENDATIGNS:
To authorize David E. Thompson as the Program Point-of-Contact to submit, sign, and
administer the 2002-03 grant application for LLEBG funds.
To request that this application be set for a public hearing as required for the LLEBG
application process.
