BACKGROUND: Miller Construction Services was awarded the bid to remove the additions
to the Adele Grage Cultural Arts Centerand construct in their place
additions that were designed by an architect working on behalf of Atlantic
Beach. The contract amount was $363,106.04. Since then, a change order
was approved to encapsulate lead paint that was found after the siding was
removed. This change order was for $15,737.09 bringing the total of the
contract to $378,843.13.
In the last week, three additional items have come to light that will require
change orders. The first is that testing on the old materials removed from
..the Adele Grage building indicates that the concentration of lead paint is
such that those materials must be disposed of in a hazazdous waste site.
This will add $5,411.25 to the change order price for lead paint abatement.
The original change order anticipated that the materials could be disposed
of in anon-hazardous landfill, but referenced the possibility of lead
concentrations requiring more extensive disposal.
The second problem that came up deals with the roof over the front porch
of the original building and the columns that support it. The existing
columns contained lead based paint and were not attached to the
foundation. They have already been removed and replaced with
temporary shoring. The foundation of the columns has settled at a
differential rate from the foundation for the rest of the building. The
footers were not connected. Because of the difference in settling, the
supporting joist holding the ceiling to the building has become partially
:.separated from the exterior wall. They were connected to the wall by
toenailing. Furthermore, the decking and joist are partially rotted in the
middle sections due to moisture penetration in past yeazs. The edge beam
on the perimeter appeazs to be structurally sound although it also contains
lead based paint. Any further work on the beam would require additional
use of licensed lead based contractors. After discussion between the
City's azchitect, contractor and staff, the best solution was detemvned to
be the removal of the porch roof and support columns and replacement to
construction designed to meet current building codes. The change order
price for this additional work will be $37,924.25.

The third item that will be a change order is the addition of the bathroom
as requested by ABET. After the design of the building was complete,
ABET requested that a bathroom be added in the space previously
designed as a "green room". The City agreed to add the bathroom if the
design and construction expense were paid entirely by ABET. A check
for the design was received, the City's azchitect completed the design and
the contractor has provided a change order to add this to the construction
for $7,248. ABET representatives have conunitted to Mayor Meserve that
they will raise the funds to pay for this construction although they do not
have the funds available at this time.
BUDGET: The City's budget for the Adele Crrage renovations is $400,000. The
present contracted price for the work, which includes the first change
order, is $378,843.13. This leaves a balance of $21,156.87. The cost of
the disposal for the hazazdous lead paint materials ($5,41 f.25)plus the
change order for removal and replacement of the porch roof ($37,924.25)
will bring the total construction value up to $422,178.63. Adding the
bathroom cost of $7,248 will bring the total construction cost up to
$429,426.63. This is excess ofthe City's budget by $29,426.63 and will
require amid-year adjustment to the City's budget to fund this work.
