A RESOLUTION OF THE CITY OF ATLANTIC BEACH, FLORIDA,
JOINING THE AMERICAN FLOOD COALITION;
AND PROVIDING AN EFFECTIVE DATE
WHEREAS, flooding during king tides is a costly problem that if unaddressed will grow worse as
sea levels continue to rise; and
WHEREAS, the sea level along the coast of Florida has risen about 6 inches in 30 years, with
scientific projections forecasting another 8 inches of sea level rise in the next 20 years, according to the
National Oceanic and Atmospheric Administration (NOAA); and
WHEREAS, proactively investing to prevent flooding is a wiser use of resources than spending
on flooding recovery, as exemplified by Federal Emergency Management Agency research showing that
$1 of spent on disaster prevention saves up to $7 in recovery costs; and
WHEREAS, national coordination and support are necessary for coastal communities to fully
address the challenge of flooding and sea level rise, and the American Flood Coalition provides a
platform advocating for national solutions to flooding and sea level rise that invest in and protect our
coastal communities; and
WHEREAS, the American Flood Coalition is a forum for best practices and support in
developing local and state -level responses to flooding and sea level rise that will enhance the City's
resilience efforts; and
WHEREAS, flooding and sea level rise are important issues that our residents deserve to
understand, and the American Flood Coalition provides opportunities and tools to communicate with
residents on flooding challenges and solutions, and
WHEREAS, joining the American Flood Coalition will aid the City's efforts to protect against
flooding without requiring financial support or dues from the City; and
WHEREAS, in its January 2019 priority -setting session, the Atlantic Beach City Commission
identified coastal resiliency as being among its top priorities moving forward; and
WHEREAS, with the assistance of a Florida Resilient Coastlines Program grant, the City of
Atlantic Beach is proactively addressing sea level rise and climate adaptation by developing a coastal
vulnerability assessment and adaptation plan; and
WHEREAS, acknowledging, the significance of sea level rise and flooding, the City Commission
has adopted a resolution affirming the need for research, coordination, support and funding to build the
City's resiliency and to develop mitigation strategies to address sea level rise; and
WHEREAS, the City Commission finds that joining the American Flood Coalition will promote
the welfare of Atlantic Beach residents and help ensure the prosperity of the community's economy by
accelerating solutions to sea level rise and flooding.
NOW, THEREFORE, be it resolved by the City Commission of the City of Atlantic Beach as
follows:
Section 1. The City of Atlantic Beach recognizes the need to advance national solutions to sea level
rise and flooding and will work as a member of the American Flood Coalition to safeguard the welfare of
the City's residents.
Section 2. This Resolution shall take effect immediately upon its passage and adoption.
