According to current parking requirements,a total of 228 parking spaces would be required based upon the available data; According to a study conducted by a joint Atlantic Beach-Neptune Beach Town Center Parking Committee,204 parking spaces were provided in 2005(prior to last round of renovations),resulting in a deficit of(at least)23 parking spaces,based upon the available data. But review of aerial photographs of the area prior to the renovatons indicates a total of 219 spaces were provide,resulting in a deficit of(at least)9 spaces,based upon best availabe data. 3 2010 Duval County Property Appraiser Property Detail lists 193 sleeping units;Michael Koppenhafer,architect for the proposed meeting room additions,verified the current capacity for dining/lounge areas to be combined 92 seats,reception capacity to be 32 seats,and all banquet/meeting areas to be combined 572 seats. There are additionally 9 spa treatment rooms,but it has not been verified that the spa is open to the public/other than hotel guests. Also,Planning staff called and asked One Ocean staff if the dining/lounge seating capacity include outdoor seats,and was told that they did not count outdoor dining/lounge seating. However,per Section 24- 161(h)(15),any outdoor restaurant,bar or lounge seating shall be included for the purpose of parking calculations. Thus,based upon current parking regulations and best available data,a total of 377 parking spaces are required at this time. Current number of parking spaces provided were derived from the most recently submitted site plan,which indicates the availability of 174 parking spaces. Due to the inclusion of accessory facilities,which are open to the public,and a decrease in onsite parking for which approval by the Atlantic Beach Planning Department cannot be found,there is right now,a deficit of 203 parking spaces. Doing so would require the provision of an additional 32 parking spaces,over and above the current requirement of 377,thereby increasing the parking deficit to 235 spaces. Though it is impossible to determine how and why the deficit became so great up to this point,and Planning staff has no means nor any intention to require the current deficit be corrected,we also cannot approve any development that would further compound this deficit. Because the applicant is not seeking to change existing parking as part of this application,a variance is not the appropriate vehicle to resolve this issue. Instead,staff recommends the applicant seek a WAIVER of SDR Section 24-161,Parking Requirements. A waiver application is attached to this email,and can also be found on the AB website. Once completed,it should be returned to the Department of Community Development, where a staff report will be prepared and a public hearing before the City Commission will be scheduled.
