AGENDA ITEM: Dewees/Coquina/Shell Street Paving Petitions - SUBMITTED BY: Jim Hanson; Ci M ~~ ~ DATE: 7uly 31, 2002 BACKGROUND: Several petitions were received in January 2002 from residents in the _ Dewees/Coquina/5he11 Street neighborhood requesting drainage k improvements, street paving, abandonment ofright-of--way and park ,~., improvements. Commissioner Dezmond Waters was appointed to meet with the residents to investigate their requests and make a F recommendation to the Commission. Meetings were held with the group of residents on February 9 and June 29; 2002. Between those two meetings, City staff prepared extensive field •~, - surveys and designed various paving and drainage:options for review. " It was apparent at the last meeting of residents that opinions were divided on their desire to have the streets paved and drainage improvements made. A survey was distributed to residents present at the June meeting requesting their input as to the various paving and drainage options and ~'^ copies were sent to homeowners that did not attend the meeting. As of July 22nd, 21 of the 30 adjoining owners had submitted completed "^" surveys. ` A tabulation of the survey results dated 7/22/02 is attached. _ Since that date, one additional owner on Dewees Street called to say that they are opposed to paving. Their written purvey has not. yet been ~"" received and the. attached tabulation does not include their response. ~.. Commissioner Waters made a recommendation at the City Commission ""' meeting of July 22, 2002 that the .City consider paving 'Dewees and ~" - Coquina Streets because a majority of the owners on those two streets favored paving. She11 Street would only be re-graded. A cost estimate for ~""' the City to do the work is $46,000 It was recommended that the City pay for this work without assessments to the adjoining owners because the .City will receive a"savings in future maintenance costs.
