TO: The Honorable Mayor and Members of the City Commission ,~, FROM: T City Manag ~* SUBJECT: City Manager's Report d; - ~+ Rehabilitation of Sludge Drying Bed at Wastewater Plant; The City's present budget includes . $20,000 for rehabilitation of the Wedgewire sludge drying beds at the Atlantic Beach wastewater treatment plant. The rehabilitation materials include panels, grading, plates and filter media tiles, and are proprietary items available only from sole source vendors. Purchase requisitions in the amount of $6,391 have been issued to Harrington Industrial for the panels, grading and plates and for $13,596 to MTS Environmental for the filter media tiles. The total of the two requisitions is $19,987. No Commission action is needed as this purchase falls under the sole R source: exclusion from the purchasing regulations. This.report is made for the Commission's information only. Section 2-336 "Exemptions" reads as follows "The formal bid procedure as """ defined in this division is not required in the following cases... (2) When the goods or services to be procured are procurable from only one source, such as contracts for telephone service, electrical energy and other public utility services; books, pamphlets, periodicals, specifically "'"'""' designed business and research equipment and related supplies." Smoking Policy; State Law prohibits people from smoking in any public buildings, which ""'" includes all Atlantic Beach facilities. The City has also had internal policies prohibiting smokers from any City vehicles where anyone else rides in that vehicle and the Police Department'has a policy of not hiring smokers. The recent dramatic increases in the cost for_group health and "~'' ' workman's compensation insurance (related to the new state law presuming certain illnesses in F ~ police officers as job related) has caused for a new focus on employee health. Anew policy is being prepared which will prohibit smoking in any City vehicle at any time and give preference `'~' to hiring ofnon-smokers in all City departments. The previous Police Department policy prohibiting the hiring of new smokers will remain in effect. 'This new policy can be adopted. internally by the City Manager.
