City Manager www.coab.us • (904) 247-5800 Spring has enlivened life all along the Beaches, especially here in Atlantic Beach. Public Works is busy replacing structures in Howell Park, dusting sand off the walkovers, and restriping fields and courts. Staff and the Cultural Arts and Recreation Advisory Committee are planning family, individual events: camping, biking, sports, music, and art. In preparation for summer, we are acquiring a lightening prediction system to improve the safety of people on the beach. For pedestrian safety, more crosswalk flashing signals are on order. Atlantic Beach is taking a multi-faceted approach toward meeting the challenges of accelerating rise in sea level and increasing severity of weather events. The previous Commission approved the purchase of a vacuum truck, which has been used almost daily to clear out roadside swales and storm drains, and pump down retention ponds. That Commission also funded an update of the existing stormwater management system using updated data and technology. The completed survey gave us a 10-year plan of the most urgent projects. Some of those tasks have already been completed using available funds. Other funding sources have been applied for (and won) through our grant writing team. Also this year, the Commission hired a lobbyist who has been working with legislators in Tallahassee to get some major funding. Atlantic Beach is invested in planning for resiliency and sustainability, we have joined the American Flood Coalition as a way to learn about best practices. The Beaches mayors have begun collaborating on this common challenge. The City of Jacksonville is becoming committed to planning, and so is the State of Florida. In fact, the Florida Department of Environmental Protection recently awarded COAB a $40,000 resiliency grant to analyze future flood risks under predicted sea level rise scenarios. The City continues to make small steps to improve our resiliency. While the dunes were restored on our behalf, we will have sea oats planted during the rainy season to establish them. This year we installed a new dune walkover, and intend to do so for the next few years, to stabilize and encourage new dunes to form. The city engineer and building inspectors are assisting property owners affected by adjacent runoff causing flooding, and they are considering ways to improve the maintenance of water retention engineering on individual lots. As part of land development regulations overhaul, we made a slight rollback on permeability calculations for new developments. And don’t forget to vote in the next election. Commissioner Candace Kelly MAkE A PLAN:HURRICANE SEASON bEgINS JUNE 1 Emergencies can happen anywhere and at any time. They can be caused by extreme weather, infectious diseases, industrial accidents or spills, or by intentional acts. The very nature of an emergency is highly unpredictable and can change in scope or impact. The Atlantic hurricane season runs from June 1 to Nov. 30, with the peak occurring between mid-August and late October. basic Preparedness Tips Know where to go. If you are ordered to evacuate, know the local hurricane evacuation route(s) to take and have a plan for where you can stay. Contact your local emergency management agency for more information. Put together a go-bag: disaster supply kit, including a flashlight, batteries, cash, first aid supplies, medications, and copies of your critical information if you need to evacuate. Helpful information is www.ready.gov. If you are not in an area that is advised to evacuate and you decide to stay in your home, plan for adequate supplies in case you lose power and water for several days and you are not able to leave due to flooding or blocked roads. Additional preparedness information, including tips on making a family emergency plan and what to do after a hurricane, is at www.ready.gov. Services for people with special needs The Duval County Emergency Preparedness Division maintains a registry of residents who have been identified as persons with either special medical needs or special transportation needs during an emergency. This registry is for people who are medically dependent on electricity for life support equipment and/or requires observation, has a chronic condition that requires assistance, needs assistance with medications or takes medications that must be refrigerated, or is a dementia or Alzheimer’s patient or has contagious health conditions that require minimal precautions or isolation. People with special medical needs who plan on using a public shelter during an evacuation should register well in advance by contacting the Emergency Preparedness Division by phone at 255-3110 or visiting www.coj.net to complete a registration form. A new registry is created each year in January, so residents must re-register every year to remain in the system. Once the registration form is completed it is reviewed by a health care professional and categorized by the assistance required. ATLANTIC bEACH FLOOdPLAIN MANAgEMENT PROgRAM Hurricane Season is almost here again! You can find information on emergency preparedness at www.coab.us/578/Emergency-Preparedness. This page includes links to Duval County and FEMA websites. The City of Atlantic Beach participates in these Federal Emergency Management Agency (FEMA) programs: the National Flood Insurance Program and the Community Rating System, (CRS) monitored by the Insurance Services Office. Atlantic Beach’s CRS classification is based upon participation in the FEMA programs that allow discounts for flood insurance to residential and commercial property owners. Atlantic Beach is rated as a Class 7 by CRS. The CRS participation includes such activities as outreach programs, maintaining floodplain management materials, preserving open space within the floodplain, providing floodplain map information to citizens, enforcing current building code and storm water management regulations and maintaining City drainage systems. The Building Department files copies of elevation certificates for structures that have been built in the floodplain. For information, visit the City website, call 247-5813, or stop by City Hall. 33rd ANNUAL dANCIN’ IN THE STREETSATURdAY, MAY 1811 A .M. TO 9:30 P.M. The Beaches Town Center Agency is the official sponsor of Dancin’ in the Street. Money raised from the event contributes to the ongoing beautification projects to improve the Atlantic and Neptune Beach central business district. Events this year will include food trucks, local entertainment from a variety of bands, and an art show featuring painting, jewelry, handcrafted glass, pottery, wood carvings and more. The Kids Zone area, sponsored by Amazing Amusements, will offer wristbands for unlimited play on the enormous Spider Mountain, Ferris wheel, golf course and bouncer slide. Parking is limited, so attendees are encouraged to walk, bike, carpool, or ride the trolley. Pets, skates, skateboards, bikes, coolers and outside beverages are not allowed in the festival areas.
