1. Approval of the Minutes of the Regular Meeting held on March 5, 2002.

3. Unfinished Business from previous meeting:
Code Enforcement Officer Sherrer will discuss the original verbal agreements made with Mr.
Benjamin Brown at the May 1, 2001 hearing and his intent to send a formal letter with those
agreements because they were not entered in the minutes of the hearing. The following is a
summary of Mr. Brown's case:
Case No. 075-01, Benjamin Brown, Jr., 457 Sailfish Drive (Lot 1, Block 27, Royal Palms
Unit 2A). During the May 1, 2001 Code Enforcement Board Meeting, Mr. Brown was found to
be in violation of Chapter 12-1 (b) (7) outside storage of miscellaneous materials and Chapter 24,
Section 24-104 operation of a junkyard in a residential district of the City Code of Ordinances.
The CEB voted to fine Mr. Brown $5,000.00 as a repeat violator of Chapter 12-1 (b) (7) and
$2,500.00 as a repeat violator of Section 24-104. The CEB voted not to levy the fine at this time,
but instructed Mr. Brown that if in the future, he was found to be in violation again of the above
stated sections of the code, the $7,500.00 fine would be reinstated. The CEB also assessed Mr.
Brown $815.50 in administrative expenses. On August 31, 2001 Mr. Brown paid $75.00 toward
the administrative expenses. During the September 4, 2001 Code Enforcement Board Meeting,
the CEB acknowledged receipt of payment of the $75.00 and granted Mr. Brown a ninety (90)
day extension (December 4, 2001) to pay the remaining balance of $740.50 in administrative
expenses.

During the March 5, 2002 meeting, the CEB voted that beginning April 1, 2002,Mr. Brown pay
$50.00 per month, between the first and fifth of the month, for the next twelve months. The
remaining balance is due on the thirteenth month. The interest was waived. It was also voted
that if two payments were missed during the repayment period, the full balance would be due
and a lien would be filed against Mr. Brown's property.
As of this meeting, Mr. Brown is current in making payments according to the repayment plan.
4. No hearings are scheduled.
5. New Business:
Discuss Monthly Code Enforcement Report.
Discuss the Code Enforcement Board training held by FACE on June 22, 2002.

Dear Mr. Brown,
On May 1, 2001, the Atlantic Beach City Code Enforcement Board found you to be in violation of the
following City Codes:
Chapter 12, Sec 12-1 (b) (7) Outside storage of miscellaneous materials
Chapter 24, Sec 24-104 Operation of a junkyard in a residential district
Do to numerous anonymous unconfirmed complaints concerning your vehicles and the condition of your
property, this letter is being sent as a reminder of what had been agreed to at the time of your hearing.
1. There would be no storage or separating of scrap material on your property.
2. You would not use your property for the open storage of any abandoned motor vehicles, icebox,
refrigerator, stove, glass, building material, building rubbish, or similar, items.
3. The storage of your commercial trailer and truck would be in compliance with City Code.
a. Not more then one commercial vehicle of less then 12,500 pounds shall be permitted on
any residential lot, and such vehicle shall be parked not less then 20 feet from the front
lot line.
b. Not more then one commercial trailer shall be permitted on any residential lot, and shall
be parked not less then 15 feet from the front lot line.
