SUBMITTED BY: George Foster, Human Resource Manager ~"' , ~; ~ DATE: August 19, 2002 BACKGROUND: The City desires to provide the best possible benefits to our employees; ~ ' however, one area identified as needing improvement by the October 2001 Classification and Pay Study was Dental Insurance. ~'^ ` After review of several dental insurance. programs and discussions with ,,,,~ other cities, Delta Dental was selected as a possible additional dental plan. ` Delta Dental was recently selected by the City of Jacksonville through their h " bid and evaluation process. e.,, The Delta HMO plan (Delta Care) may have a greater number of general ~r dentists to select from as well as "specialist" to which an employee may be ~ referred. Specialist services (Endodontist, Oral Surgeons, Orthodontist, Prosthodontists) are paid under the co-pays listed on the benefit schedule; whereas, the current plan provides a 25% discount for specialist service. ^A Therefore, Delta Care could greatly reduce employee out of pocket cost for specialist services. !~ Dental also offers a PPO type plan (DPO) where an employee may go to either a participating dentist or to any dentist but have ahigher co-payment.. There are 152 participating dentists in the Jacksonville. With the DPO, if ""' an employee goes to a participating dentist, they have a $50 deductible and a 20% co-pay. If they go to anon-participating dentist, they have a $50 deductible, a 20% co-pay, and payment of any "disallowed" amounts. ~, A survey has been conducted with our employees and there is sufficient interest in the Delta plan to offer it as an additional dental plan. This action. does not delete any current benefits; however, it adds two additional dental insurance options for our employees - a Delta Dental '"'"' HMO and a Delta Dental PPO plan. FUNDING: There is no direcf funding required as all dental insurance premiums are °~"' paid for by the employee through payroll deductions. RECOMMENDATION: That the City Commission authorize adding to the current City's dental 'T insurance a second dental insurance plan referred to as Delta Dental. l '~"` CITY MANAGER: ~~ _
