Note: In accordance with Article 1, Section 1.102 of the Charter of the City of Jacksonville, any reference made to the Consolidated City of Jacksonville/Duval County shall include the
Cities of Jacksonville Beach, Atlantic Beach, and Neptune Beach and the Town of Baldwin, and will herein be called, collectively, the City of Jacksonville.
PLAN OVERVIEW
Following an emergency incident in the City of Jacksonville (COJ), removing obstructions from major roadways or other critical infrastructures is vital to the start of response and recovery
efforts. The Emergency Road Access Team (ERAT) Plan will be activated when debris from an emergency incident has hindered sustained emergency response and recovery activities. Once
activated, teams, comprised of individuals from multiple agencies, will go through the county and remove debris that is blocking major roadways, preventing the use of critical buildings
or that creates a significant public safety threat.
The main objectives of this ERAT Plan are to:
Establish the importance of ERAT operations in emergency response operations
Identify the roles and responsibilities of the ERAT Team members and of their parent agencies
Create guidelines for staffing support operations at the ERAT Communications Center
CONCEPT OF OPERATIONS
ERAT operations are essential for emergency management, and operations can begin even before full teams are assembled. During the incident, Jacksonville Fire and Rescue Department (JFRD)
will remove debris that is blocking the way to an emergency response location. The established ERAT Teams will be mobilized and pre-positioned throughout the city. In addition to JFRD
personnel, the ERAT Teams will have members from JEA, City of Jacksonville Public Works Department, and Jacksonville Sheriff’s Office (JSO).
Since the City of Atlantic Beach, City of Jacksonville Beach, and the City of Neptune Beach have separate public works departments, different power companies, and in some cases different
debris contractors, they can request the assistance of ERAT Teams from the City of Jacksonville Emergency Operations Center (EOC). However, once requested, the Beaches Communities would
need to provide utility personnel or a means for communicating with the infrastructure companies used by the Beaches communities.
Note: ERAT operations should not be confused with Debris Management operation. ERAT Teams will not completely remove debris. However, they will eliminate immediate safety hazards and
obstructions to major road ways caused by the debris. Complete debris removal and restoration of power lines will be handled by other units during the emergency response. ERAT operations
will attempt to be completed within 24 to 72 hours. Refer to Debris Management Plan for further information on debris removal.
DIRECTION AND CONTROL
The ERAT Group Supervisor will report to the Fire Branch Director upon the direction of the Operations Section Chief. The Deputy Operations Sections Chief – Emergency Services is responsible
for planning and directing ERAT activities and for the response procedures of this Plan. The Fire Branch Director will determine how many teams will be required, where they will be
positioned, and the schedules they will work.
ALERT AND NOTIFICATION
The ERAT Group Supervisor upon direction of the Fire Branch Director will conduct an initial notification to key agencies once the EOC is monitoring a situation. Each agency will in
turn notify their appropriate staff of the activation. The Deputy Operations Section Chief - Emergency Services will coordinate with representatives from JFRD, JEA, Public Works Department,
JSO, and the Resources Unit Leader, to decide what team members and units will be assigned to each team. At this point, the ERAT Group Coordinator will verify that all agency-specific
occupational regulations that may affect ERAT operations are known, addressed, and the results communicated to the ERAT Team Leaders.
LEAD AND ASSISTING AGENCIES
Lead Agency
The EOC, under guidance of the Chief, Emergency Preparedness Division, will activate the Fire Branch when services are deemed necessary. As lead agency for the ERAT Team, JFRD is responsible
for the implementation of all ERAT operations and staffing the ERAT Communications Center. JFRD will provide up to four (4) members per ERAT team including all necessary equipment.
Assisting Agencies
Assisting Agencies are responsible for the following activities during a declared local state of emergency:
JEA will provide up to three (3) representatives to work with each ERAT Team. One will be assigned to ensure safety on electrical issues and the remaining as qualified journeyman linemen.
JEA or its certified representative will provide up to 18 bucket trucks available for the ERAT Team which can be deployed at the Incident Commander’s discretion.
City of Jacksonville Public Works Department will provide up to two (2) Public Works Specialist to staff the ERAT Communications Center. They will also provide heavy equipment, transportation,
and operators as requested.
JSO will assign up to two (2) officers per ERAT Team as escorts.
Beaches Communities will provide requested assets to supplement teams responding to the Beaches Communities.
ORGANIZATIONAL OVERVIEW
The ERAT Team is organizationally situated under the Fire Branch within the EOC Table of Organization located in Figure 1. The Deputy Operations Section Chief - Emergency Services is
responsible for facilitating the response procedures of this Plan.
