Exh 4D ~. ~ AGENDA ITEM #4D ~* ,: _ _ _ SEPTEMBER 9, 2002 , ~"" : CITY OF ATLANTIC BEACH . ~. , CITY COMMISSION MEETING STAFF REPORT M AGENDA ITEM: Aerated Sludge Holding Tank at Wastewater Treatment Plant No. 2 ~, ~'"' Bid No. 0102-22 SUBMITTED BY: Donna Kaluzniak, CEP, Utility Directo ~- ~ _ DATE: August 28, 2002 ~' BACKGROUND: Camp, Dresser & McKee's analysis of the solids handling systems and equipment determined that the construction of two additiona190000- gallon sludge. tanks at Wastewater Plant No. 2 (739 Wonderwood Rd.) would be ~- sufficienf if the City also constructed a thickener to increase detention time and `~ ' reduce the number of transport trips between the two treatment plants. Gannett Fleming has designed the first sludge tank. ~:i " ' In addition, City staff instructed the engineer to include a sludge and polymer ~.., pumping system in the plans, for use with two modified roll-off containers _ designed by one of the plant operators. These containers are constructed with a ' false bottom consisting of wedgewire drying bed tiles. Instead of constructing a ,~., belt or centrifuge thickener for an estimated cost of $540,000, the modified ~ ~ containers can be used to thicken the sludge and reduce costs for transporting " ` solids. from Wastewater Plant No. 2 to Wastewater Plant No. 1. This project also „~ includes raising the plant roadway to prevent a continuing serious flooding problem. .•, Bids for the project were advertised and sent to 17 bidders, but only one :: contractor submitted a prequalification package. A second contractor simply forgot to send the package on time. Others felt that, because the majority of the ,~ contract consisted of the tank itself, the profit margin for the project was not ?: sufficient.. The sole bidder for this project-was Sawcross Construction, Inc. in the amount of $539,400. The contractor was willing to meet with Gannett Fleming and provide their actual line item costs and profit margin figures for the engineer's review and comparison with the engineer's estimate. According to the engineer's analysis , the contractor did submit a fair bid. However, since the bid is well over the budgeted amount, it would likely be prudent to re-bid the project with the hopes ~^ of attracting additional competition. ,~* ~; l .~, AGENDA ITEM #4D '""" SEPTEMBER 9, 2002 F BUDGET: A total of $330,000 was budgeted in the sewer fund, under account number 410-SS08-535-63-00 for the sludge tank and roadway work. Because the bid was received and analyzed after the FY03 budget submittals, no funds are budgeted in the nexf fiscal year. If the project is re-bid, funds will have to be appropriated in a mid-year budget modification. RECOMMENDATION: Reject the sole bid for Aerated Sludge Holding Tank at Wastewater Treatment Plant No. 2, Bid No. 0102-22, authorize staff to re-bid ,~-, the project, and approve amid-year budget modification if the project is awarded in fiscal year 2003. ~ - ATTACHMENTS: 1.
