One of the most important documents you will
be asked to complete this year will be the census
questionnaire which will be mailed to your home
toward the end of March.
Every ten years the United States conducts a
complete count of all its citizens. This is important to
us because allocation of federal monies to benefit our
city are based on population, percentage of minorities,
income levels, etc. Population counts also determine
seats in the U.S. House of Representatives and state
legislative district boundaries.
All Census employees are sworn regarding confi-
dentiality and information given to them is strictly
confidential and will not be given to other agencies
such as IRS, Immigration or law enforcement agencies.
It will be used only for establishing statistics. You will
be asked for your name to make sure no one is missed,
and no one is counted more than once, but you will
not be asked for your Social Security number.
It is the goal of Atlantic Beach to have a 100%
count, including the homeless, transients, etc., because
the count directly translates into dollars. However, we
can't accomplish this without your help. Personal
visits will be made to shelters and missions to make
sure those people are counted.
Approximately March 25th you will receive a
census questionnaire and we ask that you complete
the form and return it as quickly as possible. There is
a toll free number on the questionnaire which you
may call if you need assistance. Follow-up visits are
estimated to cost the tax payers approximately $75.00,
therefore we are asking that you check to make sure
you have answered all the questions so that no follow-
up will be necessary. The census is an extremely
expensive project and since it is paid for with tax
dollars we would like to be as frugal as possible.
The Census is important to all of us, so we are
counting on you to do your part.

months in Atlantic Beach,

Florida. We still need to do
more to reduce the flow to the landfill. We
hope you are doing your part by recycling
cans, bottles, and newspapers. In the months
to come, we will expand recycling to include
yard trash, paper products, oils, and other
recycleable materials. If you have any ques-
tions or suggestions about recycling, please
call our hotline at 241-0341.

It's a topic all too familiar to us -
crime. Within the past three months, the
City of Atlantic Beach has experienced an
increase in residential burglaries, according
to Chief David Thompson of the Police
Department. Fortunately, the situation can
be remedied.
Chief Thompson is encouraging
citizens of Atlantic Beach to organize Neigh-
borhood Watch Programs. The purpose of
the program is to educate the residents so
they can develop an awareness about their
surroundings and offer some insight into
what they can do to deter crime. It requires
only two meetings at one hour in duration ...
not too much time to secure the safety of you
and your family.
He is making himself available and
will meet at a time convenient to all who
wish to participate. Call him at 249-5606 and
"help take a bite out of crime."
Chief Rew reports during the month
of March the Fire Department will be flush-
ing, flow testing and repairing the fire hy-
drants around the city. Flushing sometimes
results in dirt particles in your water but,
according to Chief Rew, this should only last
a short time. Flow testing is done a. couple
times a year and is very important in analyz-
ing the performance of the hydrants. The
city apologizes for any inconvenience the
testing may cause.
Fire Department personnel have also
been installing blue reflecting markers on
streets throughout the city. The reflectors
indicate locations of fire hydrants which is
very important not only for our firemen but
for units from neighboring cities in the event
they are called to assist our men.
Chief Rew also would like to inform
everyone to make it a habit to check your
smoke alarms monthly. It takes only a second
or two and it could save your life or the lives
of your family members. He suggests putting
smoke alarms in hallways close to bedrooms.
Also, make sure you have a working fire
extinguisher around your house and in
your car.
The population count is used to determine the
number of seats Florida will have in the U.S.
House of Representatives. The numbers are also
used to allocate seats in the Florida Legislature.
The Atlantic Beach Athletic Association
(formerly AB Little Major League) has begun
its 1990 season - WITH BRAND NEW
LIGHTS. Thanks to all the kids (and their
parents) who played last season under less
than comfortable schedules because of the
lack of lights. We hope the kids will enjoy the
new lighting for many years to come and can
see those high pop ups even better! Have a
SUPER SEASON boys and girls.

® The annual Easter Egg Hunt will be
held on Friday April 13th. Events include a
Bonnet Contest and of course the Egg Hunt.
Last day for registering your child is March 30
at 3:00 p.m. Rumor has it there might be a
couple of furry friends to entertain the kids.

® We are so very proud of the new 10
passenger van donated to the park by Conti-
nental Cablevision. The van will enable chil-
dren from Jordan and Donner Park areas to
enjoy events at Russell Park this summer. This
has been a dream of Rose's for quite a
long time.

wonderful community friend you are!!
® Those of you who witnessed our
Christmas Tree Lighting remember our good
neighbor, Publix, who served over 1,000 cups
of hot chocolate and cookies. The event was a
big success and we thank Publix for their
generous donations.
® Due to the construction of the new
City Hall, the annual Spring Festival and
Bicentennial Celebration will not be held this
year. Look for it to return in the Spring of 1991.

The Building/ Planning & Zoning De-
partment issued permits totaling nearly four
and one half million dollars for the quarter
ending December 31,1989. New residential
construction totaled $1,631,814.77;new com-
mercial projects totaled $2,300,549.75; with
$288,345.45 permitted in remodeling
and additions.
The Department reminds you that per-
mits are required for all types of construction,
including most repairs and maintenance
work. In addition, permits are required for
activities such as installation of water wells,
removal of trees, fences, signs and swimming
pools. Other activities may require permit-
ting. If you are not sure whether a permit is
required for work you have planned, please
call the Building/ Planning & Zoning Depart-
ment at 249-2395 prior to commencement.
Please note: When making application
for a permit to construct a fence it will be nec-
essary to have the legal description and a plot
plan of the property to be fenced. Fences are
limited to four feet in front yards and six feet
in rear yards. All pools must be surrounded
by a. fence at least four feet in height.
Section
Report
The section "H" improvement pro-
gram has been under construction since the
first part of December. As of this writing,
all right of ways have been cleared, except
for a portion of Jasmine Street from West
6th to the West Plaza draining facility.
Work has started on the laying of sewer
and water mains in an area from West 6th
North to West 11th between Mayport Road
and Stock Street. We should be in position
in about 6 to 8 weeks to start making con-
nections to the water and sewer lines in this
area. Paving of streets is expected to start
about the first week in May. The Mayor and
City Commission appreciate all the patience
the residents in the area have shown in this
major development program.
What you tell the census helps give a true
picture of what's needed, like jobs, housing,
new businesses, schools and family aid.
On January 8,1990, the City Com-
mission passed an Ordinance creating a
Tree Conservation Board. This Board will
consist of five citizens of the City. Each
member was appointed and approved by
the City Commission on January 22. The
Board has the authority to issue permits,
grant exceptions, regulate the protection,
and maintenance and removal of trees on
all publicly and privately owned property
as defined by the Ordinance. They will also
supervise or inspect all work completed
after issuing the permit. The Board will
hold bi-monthly meetings at City Hall and
the public is welcome to attend. If you
would like more information, contact the
City Clerk's Office at 249-2395.
No one else will know your Census answers.
It's a fact - and it's the law. No one can see
your answers for the next 72 years - Not the
FBI, not Immigration, not the IRS, not Welfare,
not anyone!

As most of you know, in Atlantic
Beach we are privileged to have six day a
week garbage pick up. We also have five
days a week trash pick up. You might be
asking yourself what the difference is be-
tween garbage and trash. Garbage is what
you produce everyday. Trash, on the other
hand, is what you might produce when
spring cleaning!!! Trash means large items
such as old sofas, chairs, washing machines,
tables, etc. However, you must contact Public
Works at 246-2766 the day before you want
your trash picked up.
In the 1990 Census, EVERYBODY counts!!
We are still seeking citizens to serve on the
Solid Waste and Beautification Committees.
