From The Mayor
City- Hall
On Saturday, June 1st at 10:00 am, we will be
dedicating our new City Hall. I hope you will
be there to help us celebrate this great event.
The last City Hall was built in 1933, so you
can see this is something that doesn't happen
very often. I think you will be very proud of
our new facility, and it will serve us for many
years to come. The old City Hall will be
converted to a recreation building for you, the
citizens of the community. We envision
everything from bridge clubs, parties, recep-
tions and meetings in the old building. There
are plans for remodeling and expansion at
some time in the future, depending on the
availability of funds.

Notes From The Mayor Continued:
Interlocal
We maintain our relationship with Jackson-
ville (acting as our County), under a written
interlocal agreement. The agreement was
drafted and executed over fifteen years ago. It
has become increasingly more obvious to me
in the last year that this agreement is unfair
and one-sided. Our city is being short-
changed when you look at the amount of
revenue the City of Jacksonville collects in
property and other taxes in Atlantic Beach,
and the services we get from them in return.
We are preparing our case and in the next
several weeks, we will make a formal request
to the City of Jacksonville to open negotia-
tions on changes to this agreement which

believe there is no issue before us that is more
significant to our future than this one! If you
wish to help in this effort, please call City Hall
and leave your name and I will call you back.

Boulevard
I hope by the time you
read this article, we will
have final permission from
Florida Department of
Transportation to place over
fifty palm trees in the median of
Atlantic Boulevard from
Mayport Road to Third Street.
This permit is the final step
before we start the actual
planting. We have been work-
ing on this project for over a year, and we are
excited that it is close to realization. No tax
money will be spent on this project! The
money is coming from an individual bene-
factor with the assistance of the Chamber of
Commerce and there are enough funds avail-
able to pay for the trees and planting. We
hope it will be a first step in a strong and
continuing effort to beautify our community.
The Beautification Committee has worked
hard on this and other projects. By the way, if
you are interested in being involved with the
Beautification Committee, call Carl Walker at
247-5828 any weekday morning.
Growth
The 1990 Census showed that Atlantic
Beach was the fastest growing city, with a
population of 5,000 or more, in all of North
Florida. In that ten year span, Atlantic Beach
increased its population over 48%. Certainly,
this growth demonstrates the desirability of
our town. Of course, we are well aware of
why we live here. Atlantic Beach isn't a well
kept secret anymore. Along with this kind of
rapid growth comes problems with the
services we render to our citizens, and it has
caused us to increase the size of our work
force to expand our facilities. Even with this
increase in growth, your Commission is
committed to maintaining the cordial, small
town atmosphere that all of us have come to
appreciate. We continue to direct the employ-
ees of the city to maintain courtesy and inter-
est in their relations with you, the residents.
WE'RE MOVING: As of June 1st, the Recre-
ation Department and Beautification Coordi-
nator will move to the original City Hall at
716 Ocean Boulevard. The new city telephone
numbers are listed elsewhere in this publica-
tion. The YMCA will operate a satellite center
from the trailer in Jack Russell Park.

October 1991 - March 1991
Dear Mayor Gulliford;
The attached report provides the details of
our collection services through March, 1991.
When viewed in terms of pounds collected
per customer, per week, The Atlantic Beach
Program continues to perform well above the
overall average for Duval County. The new
average for Duval County for the week
ending March 29 was 4.3 pounds per cus-
tomer, while your average for March was 6.8
pounds per customer or 58% better.
We trust this information is satisfactory.

Atlantic Beach's Solid Waste Program.

The above letter reflects the quality of our
community and the level of participation of
our citizens. The figures speak for themselves
in evaluating the success of the recycling
effort in our city compared to our neighbors
to the west. Give yourselves a pat on the back
for your involvement and participation. I am
very proud to be the Mayor of a community
like Atlantic Beach because you care and are

LAND DEVELOPMENT REGULATIONS:
With the acceptance by the Department of
Community Affairs of Atlantic Beach's
Comprehensive Plan, the first half of the
State's Comprehensive Planning Act require-
ments have been met. The second half is the
adoption of Land Development regulations
which will translate the goals and objectives
of the Comprehensive Plan into language and
procedures designed for daily usage and
which will be easily understandable to the
citizenry as well as the city state.
These Land Development Regulations will
include a few changes to the existing zoning
ordinance and the addition of several new
ordinances. The new ordinances will regulate
things such as landscaping of the new devel-
opments, institute clearer sign regulations,
environmental protections for the wetland
areas in the city, protection for potable water
wells, and develop a Concurrency Manage-
ment system.
The most important of these new ordinances
will be the Concurrency Management system.
This is a system to ensure that the city does
not make commitments to provide services
that we cannot yet provide. It is a method to
coordinate the activities of all of the city's
services and protect the city and its residents
from over commitment of city resources.
Final implementation of these regulations
will be by the end of August. Input by the
residents of Atlantic Beach is strongly encour-
aged. Copies of these regulations will be
available through the City Planner as they
reach final draft stage before being adopted
by the City Commission. Please contact
George Worley for information and/or
copies, and please attend your City
Commission meetings.
COMMUNITY DEVELOPMENT
BLOCK PROGRAM: Atlantic Beach
continues to actively implement its
Donner Rehabilitation Program. We are
currently working on the last five of the
original target homes which were identi-
tied at the start of the program. We are
identifying other homes in the neighbor-
hood which are in need of rehabilitation
assistance and will continue this worth-
while program as long as Block Grant
funds are available.
If you, your neighbors or a member of
your family lives in the Donner area and
need assistance to repair or rehabilitate a
home there, please contact the Community
Development Department at City Hall.
COMMUNITY DEVELOPMENT
CORPORATION STARTED: At the
suggestion of Mayor William Gulliford and
with the encouragement of the city Com-
mission, the City Manager and members of
the city staff have been assisting in the
establishment of a private, non-profit
organization to be known as the Donner
Subdivision Community Development
Corporation. This corporation is tasked
with providing low interest loans for reha-
bilitation of homes, rent -to -own type
programs and assisting in the purchase of
property as homesteads. It will, at first,
direct its attentions to the Donner area but
will be able to expand its efforts to the
westside of Mayport Road and to other
areas of the city where it can benefit
Atlantic Beach residents the most.
Although the Community Development
Corporation is still in its beginning stages,
questions about what it will be able to do
and who will operate it can be answered
by the Community Development Depart-
ment. For information please contact

YMCA
Summer Cam?r
Register at the new Parks & Recreation office
location at 716 Ocean Boulevard or in the
trailer in jack Russell Park. Dates for camp:
June 10 through August 16. The YMCA will
be permanently housed in the trailer
for the next year, Summer, Fall, Winter and
Spring. They will try to tailor their programs
to meet the needs of the community and
would appreciate your input. They want to be
a part of our "Family."

The city will provide summer "camp" for
young people in the Donner and Jordan
subdivisions on Monday through Friday
from June 10 through August 16. Camp will
be from 11:00 am to 2:00 pm so the children
will have a chance to go home out of the heat
until Calvin arrives when it cools off. By
request of the children in that area, Camp will
be held in Donner Park this year. Free lunch
will be provided. We must have registrations
so we can make sure we have enough
lunches. If you need a sign up sheet, contact
Ms. Rose or Calvin. If children from the Royal
Palms area need transportation contact Ms.
Rose; she will try to arrange for pick up in
"your van."

• The final piping and cleanup is under way
on the Major Sewer Rehabilitation project in
the Royal Palms area. This project is two
months ahead of schedule and will
probably be completed by the time you
receive this newsletter.
• The painting of the
water tower on
Eleventh Street
has been completed.
• A contract has been awarded to
International Fabco to construct a flow
equalization basin at the Buccaneer
wastewater treatment plant. This basin will
increase capacity and improve the efficiency
of the plant which is now operating at
borderline capacity.
• Bids will shortly be received for the
construction of a new lift station in the Sea
Gardens area, so that all city residents can
be tied into the Atlantic Beach wastewater
treatment plant.
TREE CONSERVATION BOARD: A
reminder to anyone building a new
home in Atlantic Beach... removal of trees
during the construction of a new home
requires the review and approval of the Tree
Conservation Board prior to obtaining a
permit. For information about the Tree
Conservation Ordinance or applications to
appear there, please contact the Building
Department at City Hall. The Tree Conser-
vation Board regularly holds its meetings
the first and third Mondays of the month at
City Hall, at 7:30 pm.
COMMUNITY DEVELOPMENT BOARD:
During this summer the Community
Development Board will be reviewing the
city's new Land Development Regulations to
ensure that they comply with the adopted
Comprehensive Plan. Public attendance and
input are both welcomed and encouraged.
Community Development Board meetings
are regularly held on the third Tuesday of
each month at 7:30 pm in the Council
Chambers of City Hall.
