Suzanne Shaughnessy
Atlantic Beach City Commissioner
When Suzanne Shaughnessy
moved to Atlantic Beach, she knew she
had found her home. Now in her seventh
year here, our beachside community re-
minds her of the smaller towns at the end
of New York's Long Island where she
spent her summers as a child, beginning
forty years ago. "Those small villages
have changed over the years and become
very popular and therefore crowded,"
says Suzanne, "but Atlantic Beach still
offers the charm and relaxed pace which
make it so special. I've lived all over the
Eastern U.S. and in Europe, and have
learned that I am happiest living near the
ocean. It just feels right to me after all
•` these years."
Born Suzanne Mack in Man-
hattan, her family moved frequently be-
cause of her father's work. She grew up
's in Deerfield, Ill., a suburb of Chicago,
returning to Long Island during the sum-
mers to stay with family. After high
school, the Macks moved to Baltimore
and Suzanne went to college in Boston,
where she met her husband Dan. They
married in 1972 afterDan was graduated

Dear Fellow Atlantic Beach Citizens:
Traffic, speeding and parking: These are issues that seem the most prevalent over
the last several months to all of our citizens, as they affect most directly our day to day lives.
Speeding, in particular, is a great concern. It threatens our children, and creates a fear
that a child will be struck by a car as people speed through our residential streets. Pets are also
a major concern. The traffic, with the noise and congestion it brings is also a major worry for
people.

Parking, especially for beach access and handicap access, continues to be on our
citizens' minds as an obligation that we must attempt to meet.
We, as a community, must find a solution to these problems so that they are addressed
city-wide, and not street by street. Putting a speed bump on Plaza merely shifted speeders to
8th and 9th Streets. This is an example that isolated measures do not take into consideration
traffic patterns and needs throughout the community and are not a true solution to the problem.
We must be innovative and creative in our approach, while considering the cost factor
as well. A number of possibilities, including increased enforcement, one-way streets, stop
signs, blocked street ends, and roundabouts, should be considered. A parking and traffic study
completed several years ago for Atlantic Beach has suggested several of these items as possible
solutions. This study will be helpful and educational in our approach to solving traffic
problems.

A Plan for Everyone
It is always my objective to preserve in all ways possible the
residential character of our beautiful city. The increased traffic and
speeding threatens the very character that we all love about Atlantic
Beach. Traffic is like water going down a path of least resistance. We
must anticipate this when looking at traffic patterns of the entire
community from the intracoastal waterway to the ocean, from Atlantic
Boulevard to Hanna Park. It is also in keeping with the character of our
great city to provide safe and efficient means for bicyclists, pedestri-
ans, and roller bladers to travel. This must be included in any plan that
we decide upon.
A Workshop Open to AR
I intend to conduct a workshop in June, inviting all citizens to
participate with their ideas, suggestions and concerns. We will insure
that everyone has a chance to be heard before the commission reaches
a final decision.
In the meantime, we can all work on the speeding issue by
simply slowing down. Our patrolmen have indicated that the majority
of speeding tickets issued in Atlantic Beach are to our very own
residents. Just remember, when you drive through the community you
amdrivinatlirornohsomehody'sneiahhorhoocl who has children, nets,
and enjoys sitting outside without having to hear racing motors,
squealing tires, screeching brakes, and all the other unpleasantries that
go along with speeding.
Jacksonville/Atlantic Beach
Mediation Session
On another matter, just to keep you posted regarding our
lawsuit with Jacksonville, we had our first mediation session on May
25th, and a second mediation is scheduled for June 20th. Hopefully we
can find a resolution on the tax and equities visited upon all of us in
Atlantic Beach. I will continue to keep you posted on the progress of
this litigation.
Have a wonderful summer, be safe and slowdown. When you
get to the beach, there is no reason to hurry. That's the reason we, who
live here, love it so much.

With the commencement of the growing season, we would
like to inform all of our citizens of Atlantic Beach Ordinance Section
23-36. This ordinance restricts the height of growth on weeds and grass
not to exceed 12 inches. Section 12-1-3 restricts growth which may
prove to become a detriment to public health.
Failure to maintain one's property in accordance with City of
Atlantic Beach ordinances is a violation of the code, and following
proper notification orposting, couldresultin the City cutting the weeds
and grass and assessing the property owner.
This is a very active time of the year for Code Enforcement.
Citizen complaints and routine inspections result in a varied number
of violations, such as: high weeds and grass, abandoned junk or
unregistered vehicles, housing violations, failure to apply for permits
for fences, roofing, storage sheds; trash and garbage containers and
recycle bins not being retrieved.
If anyone has questions regarding the codes and ordinances,
or perhaps you were notified of a violation, please feel free to call the
Code Enforcement Office at 247-5855.

Appreciation Dinner
a Huge Success!
Don't let Friday the 13th be misleading because everyone
who attended the Employee Appreciation Dinner and Awards Cer-
emony, hosted by American Legion Post 316, in May were quite
lucky—in more ways than one. A big "Thank you" fora job well done
is extended by our elected officials and employees to Post Commander
Huey Sabia and Second Vice Dick Langlais and all others from
American Legion who assisted in this annual affair. For the past few
years American Legion Post 316 has invited all City of Atlantic Beach
employees and their families for an annual dinner and awards cer-
emony as a way of expressing their appreciation for the hard work and
long hours the employees put in throughout the year for our commu-
nity.
On behalf of the City, Mayor Pro Tem J. Dezmond Waters,
III, presented a plaque to Post Commander Sabia for the work the
American Legion does throughout the Atlantic Beach community and
in appreciation for this special dinner hosted each year for Atlantic
Beach employees. In addition, Public Works Director Robert Kosoy
presented awards to the two outstanding employees of the year in the
Public Works Department. This year the awards were bestowed upon
Kelly Reid (Dispatcher) and William Terry (Lead Sanitation Worker/
Driver). The Employee of the Year Award is voted on by all Public
Works employees who select two co-workers who they feel have done
an outstanding job over the past year.
In addition to a fabulous meal and a beautiful cake provided
by Post 316, this year's program extended well into the evening when
Commissioners Dezmond Waters, Suzanne Shaughnessy and Robert
Weiss drew numbers and handed out door prizes. Our thanks go to the
nearly 50 merchants and private citizens for their donations of gifts and
gift certificates from their businesses. City officials and employees of
Atlantic Beach would like to thank the following for their generosity:

City crews are installing Encoded Register Water Meters
throughout the City. These meters will permit meter readers to "read"
a meter simply by touching the

the private well on Coquina Place
is in the process of being aban-
doned and all residents will be
connected to City water. The St
Johns River Water Management
District, through their Well Aban-
donment Program, is funding this
work. If you notice any of the wells that are leaking or malfunctioning,
please call the Public Works Department at 247-5834.
The design for the expansion of die Atlantic Beach Waste-
water Treatment Plant, located at 1100 Sandpiper Lane, is nearing
completion. This major project will increase the capacity of the plant
to 3.0 MGD (million gallons daily), or 150% of its current capacity.
The design will also provide expansion capabilities to 4.5 MGD, or
225% of its current capacity.
On Ocean Grove Drive between 17th and 18th Streets, we are
constructing the remaining portion of the Sanitary Sewer Line.
Streets
The section of Church Road between Mayport Road and
Francis Avenue is now paved and a sidewalk has been constructed on
the south side of the street. We hope this access to Mayport Road will
improve the traffic circulation throughout the Donner Subdivision.
City of Atlantic Beach forces are now mowing and cleaning
the rights-of-way on portions of Atlantic Boulevard and Mayport
Road per a maintenance agreement with Florida D.O.T. Please reduce
speed when our workers are in the area.
Guidelines for Reducing Conflicts
Between Humans and Wildlife
1. Do not feed wild animals and birds unless you are willing to accept
the fact that you will invariably attract unwanted species.
2. Secure garbage and trash cans with tight -fitting lids. Do not leave
uneaten pet food in dishes outside.
3. Squirrel -proof your bird feeders.
4. Cover small access holes in the eaves of your home as well as at
ground level to prevent entry of small mammals, birds, reptiles and
amphibians.
5. Clean up dense brush piles, weeds and vegetation near your home.
This will reduce the likelihood of encountering undesirable rodents
and reptiles (snakes).
6. Do no feed alligators. This is against the law in Florida, and may
cause them to become dangerous to people.
7. Keep domestic poultry and fowl in properly constructed enclosures
to ensure against losses to predators.
8. When planting small gardens, plan for losses to rabbits or raccoons.
A small chickej4 wire or electric fence will eliminate most animals.
Consider use of commercial repellents or scare devices.
As a fmal note of caution, if you encounter a raccoon, bobcat,
fox or skunk which is acting abnormally (overly bold, has a staggering
walk or appears weak), leave it alone and call the Game and Fresh
Water Fish Commission at 353-6331. Unusual behavior in these
species is a frequent symptom that the animal has a rabies infection.

by the Legislature, has agreed to conduct a study on the creation
of new counties in Florida, using the proposed Ocean County
movement as a model, said State Rep. Joe Arnall, as quoted in the

Phase 1B construction is ready to get underway, but will hold
off until the end of summer. Due to the need to completely block off
the Atlantic Boulevard access to the beach, along with the unsightly
mess that construction always makes, it seemed more appropriate to
wait until after labor day, when the masses have gone and the beach is
back to normal again. The delay will benefit the hotel businesses
directly effected by the construction, as well as other businesses in the
area where parking is a premium. Town Center will benefit because
there will be fewer people around the construction site, meaning less
chance for injury and vandalism. The Inspection Group, an Atlantic
Beach construction company who was awarded the bid for Phase 1B,
does not anticipate any major cost increases due to the delay.
Also, the delay will give Town Center more time to promote
a new fund-raising effort. We are planning to reuse the old street bricks
presently underneath the asphalt in paving the proposed roundabout
and walkway down to the beach. We are asking for donations toward
the removal, cleaning and repaving of these historic old bricks. For
each $100 donation, we are offering an engraved street brick to be
placed in the proposed historic walkway leading through Town Center
Park. This is a limited time offer, as construction will begin in
September and the laying of the historic walkway will take place in the
c..tl
xuxx.
Several individuals have generously volunteered time to
clean and palatize the street bricks that were removed during Phase 1A
construction. To these people we are most grateful. This Friday the
Non -Commissioned Officers Assoc. gathered to clean bricks and will
meet again next Friday. Approximately 4000 bricks have been
palatized so far, but many more are needed. For this reason we
anticipate having to use funds for the project.
Atlantic Beach has been very supportive of the Town Center
Project. They have also been very patient in realizing that this kind of
grass roots volunteer effort takes time, but will benefit everyone when
it is finally finished.

Cultural Arts Fair
The halls of Atlantic Beach Elementary School are still
bursting with color as a result of the Cultural Arts Fair held during the
month of April. Students displayed their artistic talents through either
two-dimensional art, sculpture, music, or dance.
Highlighting the Cultural Arts Fair was a gallery opening and
performance by the chorus as well as an African Drum Dance per-
formed by Mrs. Hopson's 5th Grade. Parents
were invited to walk the halls and view all of the
wonderful art work.
TheBlaekboard Gallery, which opened
earlier this year to expose students to good
quality local art, is currently exhibiting the work
of the late Manfred Mischenko. Mr. Mischenko ■
served as art teacher for Atlantic BeaehElemen- ®®
tary for two years. His brilliantly colorful and
abstract works have been inspiring to view dur-
ing the Cultural Arts Fair.
Student work was judged by local art-
ist and journalist from the Beaches Leader, Alice Gartland. Awards
were given to classes based on effort, quality, educational value and
presentation. Three blue ribbons were given to Mrs. Hopson's 5th
Grade, Mrs. Brewer's 3rd Grade and Mrs. Johnson's Chorus. Tbree red
ribbons were given to Mrs.Glendenning's Kindergarten. Tbree awards
of Merit were given to Mrs. Papke's Pre -Kindergarten, Mrs. Bartlett 's
Pre -Kindergarten, and Mrs. Rogers' 1st Grade. Ribbons also were
awarded to individual students for outstanding work.
The first of May brought visitors to ABES from SACS
(Southern Assoc. of Colleges and Schools) Accreditation Team. The
team, composed of school and university administrators from around
the state, was here to give an interim report of progress made in
conjunction with the school's 5 -year goals and implementation plan.
The team gave a glowing report to Atlantic Beach Elementary. They
were very pleased with the warm and friendly atmosphere at the
school, commended highly the techniques used in the teaching of
language arts, and commented favorably on the use of creative funding
in regard to the school budget.

Some events at Fleet Landing offer an opportunity for you to
join us. One such event was the Humanities Forum, lectures and
performances by professionals from Florida universities and muse-
ums. A grant from the State of Florida with the purpose of educating
people about the history and culture of Florida was received for this
series of eight presentations.

The Fleet Landing Beautification Committee keeps watch on
a one mile stretch of Mayport Road and some of the members of that
committee are seen frequently picking up debris outside their desig-
nated mile. Fleet Landing participated in the self -guided tour of
"Atlantic Beach Bright Spots" sponsored by the Beautification Com-
mittee of Atlantic Beach over the Mothers' Day weekend.
Art shows are popular at Fleet Landing. Our artists have
hosted showings by guest artists and many neighbors and friends from
the Beaches communities have enjoyed these wonderful shows. Moth-
ers' Day weekend found the resident artists sponsoring an Art, Fash-
ion, and Flower Show. Again, this very special event was open to
residents of the Beaches communities. F1eetLanding residents strongly
support the Beaches Arts Foundation in their quest for an Art Center.
Health Center Expausion
Very exciting news is the expansion of the Fleet Landing
Health Center. We expect a June, 1994, groundbreaking and our new
assisted living addition to be ready for residents in the spring of 1995.
The $4 million expansion will also include additional skilled nursing
beds and an Alzheimer's wing. The Health Center, which offers
assisted living and skilled nursing care, is open to the public and we
have served many Atlantic Beach residents.

PARKS & RECREATION
Congratulations! Two of the innovative programs of our
Parks & Recreation Department have received "Youth...The Key to
Quality Cities" awards from the Florida League of Cities. The awards
were for the Pedal Pickers Program and The Giving Tree, which were
accomplished through the cooperative efforts of our Parks & Recre-
ation staff, local schools, law enforcement, and citizens of Atlantic
Beach. We are proud to have been selected for these awards and thank
all those who were involved in these programs.

This department is privileged to have three hard-working,
congenial, and efficient workers. Jim Burke, Troy Lewis,
and Susan Collins are the heart of this department
and do a super job in grass cutting, trimming,
safety checks and repairs and maintenance to
keep the parks in excellent condition. How-
ever, the department experiences on-go-
ing problems with carelessness and
unsanitary conditions in the C
restrooms in the parks. It is our de-
sire to provide you with top-notch facilities and we seek your assis-
tance in making sure the restrooms are not misused. We commend our
Parks & Recreation crew for their patience and the care with which
they do their jobs, so the next time you see them, say "Hi" and thank

The Spring Festival was canceled this year due to lack of
response. It seems no matter how hard we try, we find ourselves
competing with many other events. If you would prefer to have a

Summer drama camp begins June 27 and runs through

Summer Camp at the Donner Park Community Center on
Church Road begins on June 13 and runs through August 12. Camp
hours are 11:30 am to 4 pm, Monday through Friday. There will be no
camp on July 4. Free lunches are available to children up to age 18.

The first "Tour of Atlantic ME
Beach Bright Spots" was held on Sat-
urday, May 7. Several yards through-
out the City were selected as represen-
tative of various types of gardening
techniques. Our thanks to the property
owners at the following for allowing the Committee to include them in
the tour: 149 Oceanwalk Drive, S.; 2353 Barefoot Trace; 1809 N.
Sherry Drive; 945 Sailfish Drive; 125 Donner Road; 1224 Ocean
Boulevard; 275 Eleventh Street; and 494 Beach Avenue. Fleet Land-
ing was also opened to the public for touring their grounds.

such undertakings are in the planning stages.
You have probably noticed the recently landscaped median
of Atlantic Boulevard, near the Seminole Road intersection. This was
accomplished through the efforts and donations of the members of the
Beaches Fraternity/Sorority Assn., who also are maintaining the
median. In a similar manner, Landscape Design and Services has
"adopted" the landscaped median of Atlantic Boulevard east of Sherry
Drive. For information regarding the median landscaping program,
please contact Jack Robbins at 247-9549.
Our appreciation is also extended to the members of the Fleet
Reserve Association, Branch 290, who recently adopted a mile on the
western side of Mayport Road between Plaza Street and Atlantic
Boulevard. This group has been working on weekends to reduce litter
and improve the appearance on this heavily traveled route.
Committee meetings are held on the second Wednesday of
each month in the City Hall Conference Room, beginning at 7:30 pm.

Suzanne Shaughnessy Cont. from page I
years in Louisiana, Germany, and Ft. Walton Beach, fulfilling Dan's
ROTC commitment to the Air Force. While in Ft. Walton, they visited
Suzanne's brother Warren (Mack) who was student at Jacksonville
University, and they moved in 1979 to Mandarin. "Mandarin was rural
then; we arrived with a horse, a large dog and two cats, and we needed
land on which to keep them," Suzanne says, "but once we moved to the
beach, I knew we'd come home."
Suzanne's husband Dan is originally from Boston and is a
partner in the Jacksonville law firm of Cowles & Shaughnessy. "I used
to ride and Dan loves to sail, but for the time being, we just enjoy our
children and the activities that are geared toward them." They have two
children; 9 -year old son Connor and 7 -year old daughter Devon are
students at Jacksonville Country Day School. "Raising the children is
the most important thing I've ever attempted, and is my

greatest source of joy." Suzanne is the daughter of Mr. and Mrs.
Warren Mack, Sr. who have also moved to the area. Her brother Gary,
an artist, lives in Jacksonville Beach. Her brother Warren, Vice -
President of Carlyle Golf, will soon move to the beach as well.
Suzanne has held a number of positions because of her many
moves. Most recently, she has worked for the Jacksonville Symphony
and for Izod, Lacoste, Ltd., travelling Florida, Georgia and South
Carolina as an outside sales representative for the Golf and Tennis
Division. Prior to her election to the City Commission, Suzanne served
on the Oceanwalk Board of Directors, the North Duval Beaches
Association, the Parents Board at Jacksonville Country Day School,
the Code Enforcement Board, and the Committee to Re -negotiate the
Interlocal Agreement for the City of Atlantic Beach.
"I was raised to try to give something back to my commu-
nity," she explains, "but in the case of Atlantic Beach, I may never

The Beaches Sea Turtle Patrol, Inc. was formed in June 1991
for the protection and preservation of endangered sea turtle and their
nesting beaches, as well as the education of the general public about
these large, gentle amphibians that have inhabited the ocean for over
100 million years. During the past 10 years, this small group of 45
dedicated volunteers who devoted their time and resources have
helped over 40,000 of the tiny gray brown hatchlings safely reach the
ocean.
When a nest is located in a high traffic area, it is relocated to
a hatchery in Hanna Park, allowing the hatchlings to incubate and
emerge safely. A nest located in a safe area is marked and monitored
until emergence. These actions provide the highest possible survival
rate for these great, quiet creatures, who appeared about the same time
as the dinosaurs.
In addition to the patrolling efforts, the group conducts public
awareness programs, mainly through slide presentations, to a variety
of interested groups and schools, to further the public's knowledge of
these ancient creatures that swam the oceans long before the first
mammal crawled on dry land.

WHAT YOU CAN DO TO HELP OUR SEA TURTLES:
Avoid disturbing nesting turtles, eggs and sea
turtle hatchlings.
Avoid unnecessary lighting near beach areas during
nesting and hatching seasons (1 May - 31 Oct)
Help reduce hatchling deaths by controlling pets and
removing trash from the beach that might block the tiny
turtles movement to the water.
Report sightings of dead or injured sea turtles to the
Beaches Sea Turtle Patrol.
Never, never attempt to push turtles back into the water.
Keep them wet and call the Beaches Sea Turtle Patrol at
246-1634.
