1994 Spring Tide ViewsVOLUME l NO.2 SPRING 1994 Robert G. Weiss Atlantic Beach City Commissioner Bob Weiss moved to Atlantic Beach from Ortega at age seven. He graduated from Fletcher High School and attended Florida State University. Bob flew for the U. S. Air Force from 1954 until 1966. He was stationed at bases in Florida, New York, Michigan, Maine, Texas, Oklahoma and California, as well as Turkey, Spain, England and Morocco. As captain of a B52, he was in the air on alert during the Cuban missile crisis. After leaving the air force, Bob flew 707's and 747's to the Pacific Basin, Cen- tral and South America, Europe and the Middle East for Pan American Airlines. He airlifted troops in and out of the Viet- nam and Desert Storm conflicts. He also worked as an instructor at the Pan Ameri- can Flight Academy and served as a check engineer. Prior to retirement from Pan Am in 1992, Bob was named president of the Property Rights Preservation Association, a group in opposition to relocation of the:: state Coastal Construction Control Line behind ocean front homes. He has led the efforts of this group through a law suit and recent hearing in Tallahassee. continued on page 8 M -Ma yor Fletcher Responds to A-ustia's Ne vwsletter Dear Atlantic Beach Citizens: I think a response to Mayor Ed Austin's one-time newsletter we all received is appropri- ate given the improper impression it creates as to how much Jacksonville (Duval County) is doing for our citizens. A close review of it shows that only half-truths are being told. A list of inaccura- cies could go on much more than I am setting out here. However, only a few will be mentioned so as not to beat a dead horse. For example, the Austin propaganda sheet fails to mention that: 1. The Atlantic Beach Fire and Rescue personnel are first on the scene of 95% of local medical emergencies. Most of these cases are handled by Atlantic Beach personnel before Jacksonville rescue arrives. 2. The newsletter talks about the Court System as if totally funded by the County, when actually the great majority of the funding comes from the State (It's a State Court System). 3. The newsletter failed to point out that the single major service cost for local government is police. Atlantic Beach funds its own police department with your tax dollar. 4. The statement that Jacksonville's Fire Department backs up Atlantic Beach is true. However, Atlantic Beach's fire and police back up Jacksonville, particularly in the Mayport area (It's a two sided street for both police and fire). 5. Austin mentions Wonderwood Road as if it was accomplished by his administration (It's a JTA project). We at the Beach would love for Austin to get out front on this project (When is he going to?). Also, one would wonder if Austin has talked to the Arlington residents about where he really stands on Wonderwood. 6. The newsletter makes a great use of statistical data to support its case. However, the . validity of the data is questioned because of the manner in which it is massaged to prove its point. continued on page 8 Tide -Views P.O. Box 331542 Atlantic Beach, FL 32233 Bulk Rate U.S. Postage PAID Jacksonville, FL Permit No. 1645 &IWN.,CENTER UPDATE CITY OF • The City of Jacksonville recently signed a contract with the Town Center Agency Inc. in order to provide $250,000 toward further construction of the Town Center to finish its initial Phase IA section which now runs one block east of First St. (Ocean) on Atlantic Blvd., and begin Phase M which will continue east one block more to the ocean. The balance of the funds will be used to provide maintenance of completed work and to pay for design fees for future work in later phases. The Town Center Agency is a non-profit organization made up of volunteers from the Beaches community who live or work near the project. The Agency is made up of a Board of Directors which typically meets once a month to discuss the status of the project. Its sources of revenueup to this point have been through the sale of named bricks, profits from the spring street festivals and other private donations. In addition, the agency received $25,000 from the City of Atlantic Beach and $25,000 from the City of Neptune Beach The $250,000 Renaissance money will allow the project to complete the next phase. Eventually, Town Center needs to raise close to $750,000 in order to complete the entire project as originally designed. The immediate goal of the Town Center Agency is completion of Phase IB by May of this year, which is the month of our yearly spring festival. Future phases of Town Center will focus on Atlantic Blvd. west of First St. and east of Third St. Timing will be dependant on the availability of future funding. The goal of the entire project will be to make the streets safer, more pedestrian friendly, and also provide additional off- street angle parking. In doing so, the roadway of Atlantic Blvd. will be narrowed in order to include landscaping, brick sidewalks with named bricks, traditional looking street lighting and benches. Ultimately Town Center will become a grand gateway from Third St. to the Atlantic Ocean. There will be nothing quite like it and no street more beautiful in all of Jacksonville and the Beaches. "This is a chance for families to enjoy an old-fashioned camp out together," said Atlantic Beach City Commissioner Steven Rosenbloom, who created the event, which is open to residents of Atlantic, Neptune and Jacksonville Beaches. For a $10 registration fee, families will get their own designated campsite in the park. They can begin setting up camp at 2 pm on March 5. There will be small group campfires in designated areas and a large community bonfire beginning at 6 pm. There will also be entertainment Saturdayevening, including musical groups, camping safety lessons, line dancing, ghost stories and star gazing. City Projects The City has recently replaced the water mains on 3rd and 8th Streets. We hope the residents are enjoying improved water pressure. Improvements are being made to the portion of Church Rd. between Mayport Rd. and Francis Ave. and should be completed within 6 to 8 weeks. An additional parking area is being constructed on Poinsettia St. at the rear of the Atlantic Beach Elementary School. Waterlines haverecently been completed on Coquina Pl., Dewees Ave., Ocean Grove Dr. and a portion of Ocean Blvd. All residents are urged to connect to the City water line as soon as possible since the leaking well is scheduled to be abandoned. There's Safety In Numbers Recently a resident required emergency services and a family member called 911. The emergency team found the street all right, but wandered up and down looking for the right house. The house was found with neighborly help, but time was lost. In this case, fortunately, time was not of the essence. However, in many cases it is. The house numbers, inconspicuous from the street, were also covered with Christmas decora- tions. The City of Atlantic Beach Ordinance Chapter 6, Section 6-107, requires that all buildings be numbered and that the number be displayed and visible. Many homes and businesses in the City are not displaying street address numbers. Failure to do so canprove to be a detriment to your health, safety and well being. We urge you to check that your house or business numbers are displayed and that they are clearly visible from the street by day and night. "The life you save may be your own!" �PO'L.ICE DEPARTMENT= Crime Prevention Tip To protect your home and vehicles from burglaries, the Police Department urges you to remember this basic precaution: Please lock your doors and windows! Every month the Police Department investigates burglaries into unlocked cars and houses. All too often officers are told, "I was only gone for a few minutes," or "The car was parked right in front of my house." Burglary suspects have told officers, "We love Atlantic Beach because nobody locks anything and they have good stuff to steal." Use the locks on your doors and windows all the time, even when you are at home. This precaution can greatly reduce your chances of being victimized in our city. Even the highest quality locks are worthless if you do not use them. Police Records Division Has Extended Hours The Police Records Division is now open from 7:30 am to 6:00 pm each day. These hours should be more convenient for citizens who need reports and information before or after work. Reserve Police Officers The Police Department has added four new reserve police officers who are fully trained and certified. They volunteer their services at least 16 hours per month to add manpower to the city's police force. Record Number of Drunk -Driving Arrests In 1993 the Atlantic Beach Police Department made more drunk - driving arrests than ever before in a single year. Officers are dedicated to making our streets safe and protecting our citizens. We have several new initiatives designed to increase traffic enforcement in residential neigh- borhoods and to emphasize crime prevention in our community. Animal Control Officer This office has received information from an organi- zation called "Last Chance for Animals" (LCA) which we would like to pass on to the citizens of Atlantic Beach. The subject is PET THEFT. According to this group, the dog -napping business has reached epi- demic proportions in the United States. r They contend that stolen pets feed laboratories and medical facilities ` for biomedical experimentation and that this has become a national scandal. „ The LCA says that pet ped- dlers prey on people who can no longer keep their pets. Desperate owners listen to promises of good and loving homes. The promises are not always kept and instead your pet's fate could be to die a painful and lonely death. Pet theft is a profitable operation. Every year an estimated 2.5 million of our companion animals are stolen from cars and backyards, are obtained from "free pet" ads, or are picked up when the pets are running at large. To protect your pet, here are some suggestions: • Keep your pet indoors when you are not at home. • If kept outdoors, then lock your gate or tether the dog and keep it out of sight from the street. • Keep a collar and tag on your dog and cat. • Properly identify your pet with a tattoo on the inner leg, not the ear. • Be aware of strangers in your area, especially a truck with cages. • Let your neighbors know you have a dog and start a "canine -watch" in your neighborhood. • If you run a free ad to place your pet, be sure to get the new owner's phone number and address—deliver the pet to them and ask for visitation rights. • Do not leave your pet unattended at stores or in your car. Three educational videos were given to the school and Smiley, the fire clown, has visited the schools and day care centers three times in the last quarter. Over the Christmas holidays we collected and distributed toys to the community's needy children, thanks to the generosity of our residents. Our medical equipment has been updated to include an auto- matic defibrillator. This equipment will increase the chance of survival of a heart-attack victim by 20% to 30%. We would like to thank those in the community whose donations allowed us to buy this piece of equipment. As a reminder, the Fire Department offers CPR classes each month. The cost is $25 per person and includes an American Heart Assoc. booklet. Much of the funding talked about in the newsletter is state and/or federal, not county taxes. Most of it would be available no matter what the county government is called. 8. The reader may he led to believe, due to the way the newslet ter is written, that many of the services mentioned are just for Atlantic Beach residents. However, the service area for many of these services, such as the library, extend far beyond the Beach. 9. As to Austin's "most telling statistic" that 69% of all employed Beach Residents work in Jacksonville, the same is probably true for Orange Park, Mandarin, Ponte Vedra and the rest of Northeast Florida. This newsletter does not specifically address the gross inequi- ties of the 9.4 mills we as Atlantic Beach citizens pay to the City of Jacksonville/Duval County and the little that we get back in return in the county services set forth in the Interlocal Agreement, the subject of our lawsuit against Jacksonville. For example, it does not address that we provide all of our animal control facilities at our expense with no help from the county, beach clean up and lifeguard; recreational facilities we provide for the county for which we receive no financial help and many of the other areas set forth in the Interlocal Agreement. Instead of the traditional Easter -egg Hunt, we are planning an Easter Party! Tennis Courts and Wind If you have noticed that the tennis courts are missing a few windscreens, it's because they were stolen. hi order to solve that problem, the City of Atlantic Beach, through its Parks and Recreation Department, is formulating the "Pledges for Hedges" plan. Any citizen who would like to participate, may pledge a hedge or two or more. When we have enough honored pledges, we will have the hedges planted. A pledge of $10 will buy a hedge, pay for its planting and fertilization. This will make our tennis court area look more aesthetically pleasing. Please call Rose Blanchard at 247-5828 to pledge. With the number of people both from the city and outside the city who regularly use our courts, we couldmake this transitionreal soon! It seems like a small price to pay for the use of our courts, lights and facilities, and would help make it "your" project for the use of the courts. To further explain why this plan is better ... we know you have noticed and complained to us when we take windscreens down. From late Dec. through Feb., we are plagued with very frequent, strong, northeast storms and winds. These tear the screens and we take them down to prevent damage. Once the hedges (6' high) are in place, we will not have that problem and you will have a blocker against wind and distractions. So call Rose real soon and "Pledge a Hedge" or two, or three. " One last note on tennis courts. Because some of you leave the courts lit whenyou finish playing, the lights have stayed on until dawn and are causing major problems for the people who live in the area of the tennis courts. We are going to solve that problem also. The lights will be redirected so they will not be a problem to the neighbors, and at the same time, they will provide light on the children's softball field. A much needed addition. This will also cut down on the electric bill. Courts 5 and 6 will then be day -only courts.
