City Collaborating on Projects
As I write to you from my home on one of those
glorious fall days, I am overwhelmed by the beauty
and charm of our seaside community. Aside from the
soft ocean breezes and the fabulous weather, I
believe our uniqueness derives from our strong sense
of community, from the very people who live here
and consider themselves stewards for our high
quality of life.
Collaborating with other communities toward
shared goals offers promise for progress on several
projects. During my first year as mayor, I have
attended literally hundreds of meetings in a dozen or
A places from Miami to Washington, DC. My forays
into Jacksonville have become more frequent as we
form partnerships with Duval County for the better-
ment of all.
We have recently approved a four -party agreement
to complete the renovations of Town Center before

next September. The four parties are Atlantic Beach,
Neptune Beach, Jacksonville (Duval County) and the
Town Center Agency. The work will include finishing
Atlantic Boulevard from East Coast Dr. west to 3rd
Street and refurbishing the "cross streets": one block
of Ocean Blvd. and two blocks of 11t Street in Nep-

Meet City Commissioner
Mike Borno
Originally from Indiana, Mike
Borno retired from the U.S. Navy
in 1983 as a Lieutenant Com-
mander (LDO, DECK), after 27
years of active duty. In 1987, he
completed his BA degree at Jones College.
Mike met his wife Pat, a native of Brooklyn, NY,
while she, too, was pulling a hitch in the Navy.
They were married in 1959 and have experienced
approximately 17 moves in the U.S. and overseas

The cost for this project is $725,000 of which 10%
is contingency funding. Atlantic Beach's portion is
$162,500 or 22% of the total cost. Care will be taken
to keep one side of all roads open to traffic during
construction which is scheduled for June 1 through
August 31.
Another area of joint venture is the Mayport Water-
front Partnership. Atlantic Beach and Jacksonville
have combined efforts to plan for the growth and
development of Mayport Village which will inevitably
come with the opening of the Wonderwood Bridge to
the north end of our island. Emphasis will be on
preservation of the village's traditional working water-
front as part of its charm.
A third venture jointly undertaken with Jacksonville
will result in significant improvements to our fire and
rescue services. Discussions are currently underway to
outsource our operations to the City of Jacksonville
Fire and Rescue Dept. This is not a new concept. We
realized substantial cost -savings for the City when we
outsourced our refuse collection service several years
ago to a private company. We have done the same
thing with our motor pool services.
We are exploring such an arrangement with our fire
and rescue department. More important than cost -
savings is the opportunity to the improve services to
our residents in medical rescue calls (currently over
70% of the calls currently answered by our depart-
ment). Atlantic Beach personnel will be able to ad-
minister potentially life-saving medications and
procedures if they arrive first on the scene. Formerly,
they could only stabilize a victim and wait for the
ambulance personnel to arrive. Atlantic Beach will
retain control of the department in that we control the
terms, conditions and costs for the improved service.
We are working on many other improvements and I
will try to keep you informed of them through upcom-
ing Tide -Views issues. I hope to see you at the Tree
Lighting Festival on December 5 and wish each and
everyone a safe and happy Holiday Season of memo-
rable times with friends and family.

The Annual Tree Lighting Celebration will take place
in Town Center, Saturday December 5 at 5:00 p.m.
Music and entertainment from Gene Nordan, Mayport
Middle School, The Mariners and other groups will be
featured. Because of limited parking, a bus will pick up
passengers at Donner Park and Russell Park at 4:30p.m.

The Parks and Recreation Department will collect
new and used working toys for the Donner Park Com-
munity Center Toy Drive. Toys can be dropped off until
December 18 at the Donner Park Community Center
(2072 George St.). There is a special need for toys for
ages 12-14. Should you have any questions please call

The Beautification Committee will be sponsoring the
Holiday Luminaria Evening Sunday, December 20th at
dusk. Kits will be available at Adele Grage Community
Center beginning Nov. 16, Monday through Friday
between 7:30 a.m. and 4:30 p.m. We will have also have
a booth at City Hall on Saturday, December 5 from
10:00 a.m. to 2:00 p.m. and again at the Tree Lighting
Program at Town Center. Kits contain six (6) white bags
and six (6) white candles for $2.00. Proceeds are used to
landscape Atlantic Beach City properties.

born in Puerto Rico. A son LCDR L.M. Borno III,
USN (SH -60 Helo Pilot) is an aerospace engineering
duty officer who graduates from the U.S. Navy Test Pilot
School on December 11. A daughter, Patricia Kathryn
Borno is a social worker (MSW, LSCW) employed by
Charter Hospital in Kissimmee, FL.
Beaches residents since 1974, Mike and Pat located
to Atlantic Beach upon completion of their OceanWalk
home in 1986. Pat enjoys a career as a real estate agent
for Watson Realty where she takes pride in assisting
buyers in more than just the purchase of a house, but in
helping them find a "home". Both Mike and Pat are
active in many organizations: The Soup Kitchen at
Mission House, OceanWalk Homeowners Association,
Beaches Cold Night Shelter and St. Paul's -by -the -Sea
Episcopal Church, Jacksonville Beach. The Bornos enjoy
the laid back, relaxed lifestyle of the Beaches community.

together there's real quality time. And I can retain nay

We have recently had numerous complaints about
homeowners placing yard trash and debris on property
other then their own. All trash and garbage must be
placed at the curb in front of the house where it is
generated. Small items must be placed into a trash
can or plastic bag. Items more than 40 pounds or four
feet in length will not be removed. Total accumulation
of yard trash cannot exceed five cubic yards in one
week. It is important when you hire a contractor or a
yard person to insure that they are equipped to remove
work related trash. Garbage cans and bags should not
The City Commission has recently passed a revised
Animal Control Ordinance and authorized the addi-
tion of a full-time Animal Control Officer. Dogs and
cats may not be running at large. Owners must clean
up after their pets, and they must carry materials or
utensils for that purpose while walking their animals.
All dogs and cats must be licensed by Atlantic Beach,
and the animals must have up-to-date rabies inocula-
tions. Fines for violations have increased:

Citations may be issued based on a sworn affidavit
from an adult witness. This is intended to address
violations that occur where there are witnesses to an
event and when there is no Animal Control Officer at

of the revised ordinance are being prepared for distri-
bution at City Hall and the Department of Public
Safety.

Levy Road Improvements
The projected completion date is the end of January,
1999. The contractor, Petticoat Contracting, Inc., is in
the process of installing the 10" water main on the
north side of the road, and the extensive amount of
underground telephone utilities is making the project
very challenging. The new water line will enhance
service and fire protection for all businesses and
residences in the vicinity.
After water utility work is complete, the roadway
work will begin. The roadway will be widened to 24'
with a 2' shoulder on each side. We appreciate your
continued patience during construction.
Wonderwood Connector
The Jacksonville Transit Authority is completing
plans for the Wonderwood Connector, which will
connect 9A and the Regency Area to Mayport Road
in the North Beach Area. This project will require the
City of Atlantic Beach to relocate utility lines in order
to accommodate the new roadway and bridge eleva-
tions. The Wonderwood Connector will provide
another East-West route to the beaches, reduce con-
gestion on Mayport Road, and increase our ability to
evacuate in the event of a hurricane or other disaster.
Water Line Projects
Engineering design contracts will be awarded for
the replacement of old 2" water lines with new 6"
water lines on sections of Ardella Road, Country Club
Lane, Selva Marina Circle, Jackson Road, Club Drive,
Lewis Street, Robert Street, Live Oak Lane, Mayport
Road, Gavigan Road, Cavalla Road, Ocean Boulevard,
Mayport Terrace, and Beach Avenue. The new lines
Will improve water flow and fire protection in the areas.
Core City's Stormwater Project
Engineering proposals were received on November
18 for the Design Modification to the Stormwater
Collection and Tailwater Control. The firm selected
by the City Commission will have six months to
complete the work after receiving a notice to proceed.
The engineering firm will use innovative approaches
to resolve concerns expressed by the citizens of Atlan-
tic Beach, especially re-routing the drainage system
around Howell and Preben Johansen Parks.

Tips for a Safe

The Holidays are here again. This should bring a
few things to mind.The weather is getting colder,
make sure you keep space heaters away from bedding,
drapes, walls and other things that can burn. Always
use the proper fuel for liquid -fuel space heaters and
make sure the type of heater you are using has a label
from a safety laboratory.
Fireplaces - Have your fireplace inspected by a
professional and cleaned if necessary. Always use a fire
screen, and never burn trash or paper in a fireplace.
Remove ashes in a metal container, and never store
them in your home.
Candles - Always place them in non -tip candle
holders. Keep candles well away from curtains and
other combustibles. Never leave candles burning
unattended or within the reach of children and make
sure you extinguish them before leaving home or
going to bed.
Holiday lights - Be sure all lights bear the label of
an independent testing laboratory. Replace any light
set that has cracked or frayed cords or loose connec-
tions. Do not overload outlets or run extension cords
under carpets, across doorways, on or under heaters, or
pinched behind furniture. Make sure to unplug all
decorative lights before leaving home or going to bed.
Never use electric lights on a metal Christmas tree.
Christmas trees - Choose a fresh tree. Cut your tree
trunk at an angle and place it securely in a large non -
tip stand. Be sure your tree has water constantly. Set
up your tree away from exits, fireplaces, and heat
sources. If you use an artificial tree, be sure that it is
labeled as flame-retardant.
If you forgot to change your smoke detector
battery at the end of daylight savings time,
now would be a good time to do so.

ds, Wear Your Helmets!
The Police Department has started to emphasize
the enforcement of bicycle helmet laws throughout the
City. Officers have warned children in the past, but
verbal warnings were not effective in gaining compli-
ance. For this reason, the department has adopted
several new enforcement strategies to deal with the
problem.When a child under the age of sixteen (16) is
riding a bicycle without wearing an approved helmet
on his/her head, the officers will obtain the child's
name, address, and telephone number. The Police
Department will contact the child's parent(s) or legal
guardian to assure that they are aware of the viola-
tions. In extreme cases, the officers may issue citations
for violations of the helmet law. The purpose of the
helmet law is intended to protect bicyclists on the
roadways. A helmet offers protection against serious
head truama injuries.
Explorer Post Forming
The Atlantic Beach Police Department has started a
Police Explorer Post. It is largely intended to provide a
career step and indoctrination period for young men
and women, ages 14 to 20, who are interested in police
work as a career. It will encourage good citizenship,
education, training, ethics, community service and

match the oyster and coquina shell surface. New plailts
and shrubs are scheduled for replacement in the
coming weeks.

Preliminary plans are being reviewed for a complete

A new wooded walkway has been added. Hopefully, a
group will form to do some much needed planting in
that area.

A shower, bench and landscaping have been installed.

Residents can now meander down a red brick path
with shrubs and plants.

This gem helped us take second place in this year's
statewide Florida Native Plant Society contest!

You may recall that the Program, Neighbor to
City Commission, in Neighbor.
January 1997, authorized a First, we would like to
program for all of us to help thank the residents who
less fortunate citizens of our signed up to contribute to
City. That program is called
"Atlantic Beach Cares."
Many citizens signed up for
this program which added
$1, $2, $5 a month, or more
to their utility bill and this
has been used to help those
who have difficulty in
paying their utility bill
because of their economic
situation. The program is
modeled after Jacksonville
Electric Authority's (JEA)
this most worthwhile
program. Your generosity
has helped those who have
had difficulty in paying
their utility bills during the
past year, and we would like
to give you an update on the
activity that has occurred.
Since the program was
adopted in January 1997,
$1,262 has been collected
ries, have received emer-
gency assistance for a total
amount of $639.22. Thus,
the average amount of
emergency assistance per
household has been $63.92.
Clients are screened care-
fully by a social service
agency who administers the
program, so that the money
will go to those who need it
most, and the City is
provided with periodic
reports indicating the funds
that were distributed.

with a total of 27 beneficia- who signed up to partici-
pate in this program. If you
