UNION NEGOTIATION MEETING
JULY 16, 2008
The negotiation meeting was called to order at 9:30 am Those in attendance were:
City: George Foster, Chief Negotiator (Human Resource Manager)
Mike Classey, Negotiator (Police Captain)
Union: Nate Ingram, Executive Director
Johnny Bingham, Staff Representative
Ed Peck, Local FOP Chairman (Police Officer)
1. This was the first meeting between the PBA and City as the PBA has replaced the FOP as the
bargaining agent for the City sworn Police Officers within the Union.
2. The PBA provided the City with a proposed new contract using the previous October 2006 FOP
contract with additions underlined and/or included in red and deletions in strikeout format. As this was
the fust negotiation session with no current Union contract, the City did not have proposals to submit.
The PBA asked that the City agree to accept the October 2006 "FOP" Union contract with October
2007 pay adjustments as a "base" contract to use for the October 2008 negotiations. The City indicated
that this recommendation had been previously provided to the City and the City did not desire to agree
to this proposal and that the collective bargaining agreement between the FOP and City was no longer
valid. The City further advised the PBA that it did intend to abide by the intent of the prior FOP
contract with any deviations and/or changes negotiated with the PBA if such changes and/or deviations
were mandatory subject of bargaining.
4. The PBA asked if the City Negotiator had the authority to bind the City to contract proposals during
negotiations. The response was - yes.
The next negotiation session was established as August 8, 2008, 9:00 am in the City Commission
Chambers.
6. Adjournment.
The meeting adjourned at 11:00 am
