FLORIDA STATE FRATERNAL ORDER OF POLICE
UNION NEGOTIATION MEETING
NOVEMBER 1, 2007
The negotiation meeting was called to order at 2:00 P.M. Those in attendance were:
City: George Foster, Chief Negotiator (Human Resource Manager)
Mike Classey, Negotiator (Police Captain)
Union: Gary Evans, Staff Representative
Ed Peck, FOP Chairman
The City and Union reviewed the current status of items. (see attached summary table)
2. The Union and City also discussed the issue of a retiree COLA with the City providing the
Union with copies of a July 21, 2006 actuarial evaluation on the cost for a retiree COLA.
The City also advised the Union that this could be an item that they desired to consider as a
one-time item based upon current Section 185 funding within the pension plan.
The Union advised the City that the following changes to the Union contract were needed:
- Add a Tuition Assistance provision for Masters Degree
- Increase Educational Incentive Pay and add for a Masters Degree
- Increase Longevity Pay
- Add a Shift Differential Pay
- Increase take-home car distance from 5 miles
The Union further advised the City that the following items were not "deal breakers":
- Limiting Holiday pay to maximum of 10 hours for 10 hours or greater shifts
- Increase in Personal Leave Accrual rates
- Call Back pay
The following items are still "open" with the Union:
- Pay proposal - Union is to provide a 3 -year pay proposal for City consideration
- Add Sergeant promotional policies to Union contract
- Provide a COLA for retirees
4. The date and time for the next negotiation session was left open with the City to contact the
Union after a City Shade meeting with the City Commission.
5. Adjournment. The meeting adjourned at 3:10 P.M.
