06-29-06 White Collar Meeting MinutesMINUTES CITY OF ATLANTIC BEACH NE FLORIDA PUBLIC EMPLOYEES' LOCAL 630 "WHITE COLLAR" UNION NEGOTIATION MEETING JUNE 29, 2006 The negotiation meeting was called to order at 5:00 PM. Those in attendance were: City: George Foster Union: Andy Bemis, Mark Hodgkinson, and Jack Baldwin 1. Union Contract Changes. The Union provided the City with their recommendations for contract changes. (see attached summary) 2. City Contract Changes. The City provided the Union with their recommendation for contract changes with the exception of pay adjustments that are delayed pending City Commission budget and/or Shade meetings. (see attached summary) 3. Other: The Union asked that they be provided with a copy of the current City Personnel Manual. 4. Next Meeting. The next meeting date was established as July 13th at 5:30 PM. 5. Adjournment. The meeting adjourned at 6:10 PM. Beg of 20th yr and over added PL level increase to 12 hours PPP or 312 total hours Art 14.3 Starting date will be adjusted for leaves of absence without pay in accordance with state and federal statutes, local ordinances and city policies. CITY PROPOSAL UNION PROPOSAL STATUS Art 17.6 Accrued comp time off must be taken during FY (Oct 1 — Sep 30) in which it is earned. If not, employee shall receive cash payment for the excess unused comp time on or after the last pay period of the FY but NLT Sep 3e of the same FY at the reg hrly rate earned at the time the employee receives such payment. Comp time balance must exceed one hour. Art 17.12 Add - $1.50 premium pay for all regular scheduled hours worked M -F outside hours of 7:30 am to 4:30 pm Add - $2.00 premium pay for all regular scheduled hours worked on Sat and Sun. Does not include overtime. Art 17.14 Call back pay: min payment of 2 hrs at time and one-half employees' reg rate of pay or actual hrs worked at time and one-half whichever is greater. Will be compensated for additional call backs if employee completed call back assignment and left work prior to receiving another call back. No overtime on overtime.. Art 19.9d No city employee shall be otherwise employed without the City Manager's written permission. Art 19.9e Serious injury or illness caused by secondary employment may result in disqualification from city employment. CITY PROPOSAL UNION PROPOSAL STATUS Art 20.1 City shall provide the option to purchase Life Insurance at employee expense, for 1 to 3 times annual salary Art 20.3 Delete employee increases to pension contribution rates Art 20.4 Delete pension multiplier change Art 20.5 Effective at beginning of 6t' yr of retirement, employees in Gen Pen Plan shall receive increase each anniversary date based on previous years CPI -U Art 20.6 Employees with 35 yrs and 1 month may choose to retire at the rate of 100% of his/her last 5 yrs average compensation Art 26.1(a) Rewritten for clarification purposes.
